Browa. of thi3 city. Audit and Finance. The Board of Audit and Finance met n regular session at the City Hall yes terday afternoon. Present: R J.Jones, Eq . chairman, and Messrs Wm. Calder. W. I. Gore and John W. Howett. Bills for current expenses amounting to $5,002.76 -were audited and approved, and the Board adjourned subject to the call ot tbe chairman. City Court. The only case for Mayot Fowler's consideration this morning was Cor nelia Johnson, charged with being drunk and down. The Mayor slated that he should do all in bis power to abate such nuisances and in her case imposed a fine of 10 or 30 days in tho city prison; which is the extreme penal ty prescribed in such cases. Muuictpal Matters. The new Board of Aldermen held their first regular meeting last night and the new Mayor, Mr. Fowier, pre sided with dignition and discretion. Ihe Board seems to have got regularly into working order and are to meet again to-night in adjourned session for tbe transaction of business. Thus tar, with the. exception of tbe Mayor, there has been no change in the officials. Ballots have been had in caucus, but without result, the mem bers being equally divided. So long as this state of affairs continues there will be no change in the officials It takes four votes to turn out the old officers and only three votes to keep them ia and hence it looks as though the ins will stay in. and the outs will slay out. Col. E. D. Hall, who has so accepta bly filled the position of Mayor of this city for tbe past four years, has won many plaudits from our people for bis conduct of affairs during bis two suc cessive terms. He has made a careful, painstaking and conscientious official, giving his entire lime and attention to the duties of the position. Wilming ton has never had a better Mayor. In bis retirement from tbe office he so well adorned his many friends wish him the lull meed of success in what ever be may undertake. C, TUESDAY, APRIL 5. 1887. Board of a derm en. The Board ot Aldermen met in regu lar monthly session last night at tbe City Hall. Present: Mayor Fowler and Aidormen Hall. Pearsall. Dudley. Kiog. Fishblale, Rice Sampson. Price and Walker. Alderman Price rose to a question of privilege, and commenting upon tbe remarks made by Alderman Fishblate at the last meeting in nominating a candidate tor Mayor, denied that there had been any bargain' made by the Re publican members of the Board, orfbat any understanding existed between them and any Democratic "member of tbe Board. Alderman Fishhlate staled that he did not allude in his remarksjp the Repub lioan members of the Board, but to the party leaders. The contrsct for feeding prisoners was awarded to M. F. Costin, at his bid oi 11 cents per meal. The Committee on Lights reported, recommending that the B ard continue the electric system of lighting the city and that the contract be awarded to the Wilmington Electric Lighting Co., tor two years; that the number ot arc lights be increased from 51 to 65 one or two to be placed in Front street mar ket house at the price ot the bid. $10.50 for each lamp per month, and awardtug to th Wilmington Gas Light Co. the lighting of the alleys and other places at their bid tor tbe same. Application of J. G. Burr and Walker Meares for listing taxes were referred to tlie Finance Committee. Tbe special committee on the petition for the W. & W. R. R Co. to lay track on Nutt and Walnut streets to, the river, reported adversely, and tbe re port was adopted unanimously Petition of the Now Hanover State Guard (colored) tor tbe use of the City Hall was received. Alderman Fishblate moved that the ordinance in relation to the letting o the City Ha'l be amende' so that it will be left to the discretion of the Mayor. Alderman Dudley moved to amend by leaving the letting to the Committee on Public Buildings. Lost. Alderman Fishblate's motion was adopted. Petition ot Howard Relief S. F. E. Co., to be reimbursed for money ex pended in repairs to engine house 3ou ou. who imeresi came up q . Alderman Hall moved its reference to the Commute on Fire Department. Alderman F'shblate moved that the petition be granted. Alderman Price raised the point of order that the Board should first pro ceed to the election of other officers atter havingelected tho Mayor. The Mayor ruled tbat the point was not well taken, as the offices City Clerk and Tieasurer. etc were now all filled and the government in work ing order. Alderman Fishblate withdrew bis motion in reference to the petition ol the Howard Relief Co. The Mayor declared that Alderman Hall's motion to refer the petition to the Committee on Fire Department was before the Board. Alderman Price moved as a substi tute to Alderman Mali's motion, that tbe Board go into the election of a clerk and treasurer. Alderman Hall raised the point that the motion of Alderman Price was not in order, as it was not germane to the matter before the Board. Tbe chair ruled the motion- to be in order, and the ayes and noes were call en on Alderman Price's substitute. It was voted down 5 to 4. The motion ot Alderman Hall to re fer was then adopted. " Alderman Price moved . tbat the Board proceed to the election ot a city clerk and treasurer. Alderman Hall called for tbe ayes and noes. The call was ordered, and the motion was lost. The Mayor requested the committees lo prepare their estimates for ensuing year. Alderman Hall moved that the Board adjourn, to meet tosmorrow night at eight o'clock to hear the reports of the committees. The motion was adopted and tbe Board adjourned. Depot. 1 County Commissioners. The Board of County Commission ers met in regular session at the Court House yesterday. All the members of the Beard were, present; Mr. H. A. Bagg, chairman, presiding. The monthly report of the county treasurer was submitted, showing a balance on band to the credit of the general fund amounting lo $12 834 10, and to the credit of tbe educational fund, amounting to $12,500 31. Total, $25,334.41. Two bonds ot $500 each and five of $100 each were surr render ed and burned in the presence ot the Board. " " "' " " The monthly report of the Register of Deeds showed '$22.80 received from marriage licenses for tbe month of March. It was ordered that Charles Daniels, sentenced to imprisonment in the coun ty jail for three years, with authority to farm out for the term ot imprisonment, be farmed out to James Elder, Ordered, that the per diem ot tax listers and assessors be fixed at two dollars each. Dec. 16, 1885.; Four years ago I contracted a hard cold that settled on my lungs. I had a severe chill, follow by high fever, rag ing headache, pain on my left side over the lung, and every time a lit .of coughing came on, which was every few minutes, it was terrible to bear the pain. I thought it meant an attack of pneumonia, as I went through a two months siege of that disease and it f an. e on just tho same way. As it was night I thought I would wait until morning before sending lor a doctor. Fortunate ly, a half box of Allcouk's Porous Plasters was found in the possession of a friend, who boarded, with us. One of these was put on my throat ; two on .my chest, and one on my back over tbe left shoulder blade. I then had a hot foot bath. After again getting into bed, it seemed but a few minutes when all my symptoms were relieved; the skin became quickly moist; I coughed only at intervals, and then with very little effort, and in about an hour I was in a sound sleep, from which I did not awake until next morning.
