tSfmf! of the incidents connected wih
the exercise ! the suffrage by women
in the cities of Kansas are calculated to
make ibe judicious eriere. The excited
electioneering in Leavenworth had tor
its fEotive a reported saying of a femin
ine temperance organizer from Indiana
that the exclusive 9'cial set of the city
was 'cn eking with corruption." She
denied oiakinif the remark, but the
"set" nevertheless determined to defeat
the ticket which wa supported by ibe
Indiana organizer and the Woman's
Temperanc-Union. It rallied all the
votes it could c mmand for the Demo
cratic ticket and succeeded in electing
it by a narrow majority. Tne princi
p!e involved and the relation of thecon
test to (be public interest and welfare
of the city wer not such as give a high
idea of the Value of woman suflrage In
Wichita one third of the women regis
tered are said to have given tbeir occu
pation as sports." and they voted
solidly for the lanor candidate, who
was elected mayor of the city..
English cattle range in the West
wero expected by the tearful five years
asp to monopolize the trade, but they
are passing through the inevitable re
action which weeds out of every new
industry the enterprise which lacks the
advantage of personal supervision. The
London Statist gives the reports of nine
cttle companies, of which seven paid
dividends in 1834. six in 1685 and two
in 188G. From sales of 77.000 cattle in
lb85 these companies fell to 50 0(H) in
1880, and the fall in the average price
ppr bead wag nearly in proportion. In
shor?. the bottom ha fallen ut of the
business as tar as these particular com
panies are concerned, and the com
plaint seem to be general in thecaeo
these English companies. A year ago a
number of prominent bankers in Wyo
ruing published a letter in be New
Y"ork Tribune, in which they denied
that the cattle range business was in
had way. but the facta seem to ba that
it baa been overdone.
Perhaps th& real sigmricance of the
news that the Aneer ot Afghanistan is
ibout to incite a religious war against
Russia is to be found in the opportunity
which will thus be given to the latter
Power for that double line of possible
military operations which she always
seems to regard as an advantage Thus
the military preparations which she
may hereafter make can be attributed
either to her purposes in Bulgaria or to
her ned of being prepared aeainst
Afghanistan. It may also make it
somewhat doubtlul whether the feint
with which she prefaces a real move
mem will be destined for the European
or the Asiaslic scene. It seems to be
c mceded that there is an additiona
e round for Russia's undertaking a for
eign war in the plots which now sur
round the XJzar's liie and fill the Empire
with domestic commotion. Still, this
personal danger ot the ruler may render
bim for the moment less eager to push
ambi ion schemes tor the aggrandize
ment of the Empire.
-. .
It is reported that the next Interna
tional Exhibition, to be held in Paris in
18SU, is. like that of 1878, to be adorned
ita a captive balloon. It is to be of
enormous size; and. as in 1878, the
maximum altitude reached will be
ibout three thousand two hundred and
fifty feet. But. whereas, in M. Gifiard's
balloon only fifty passengers were taken
up at one lime, the projected icrostat
will carry a hundred passengers An
engioeof six hundred-horse power wil
be employed to pull the euormous mass
back to mother earth. It will be re
membered that the balloon of 1873 was
torn to pieces in a high wind, owing to
the fact that it.was not kept lull of gas.
In the new balloon a special precaution
is to be taken to preserve the tightness
ot the envelope, so that the wind can
find in it no hollow or wrinkle. A
smaller balloon, filled with atmospheric
air. is to be placed inside the large one.
and the volume of this smaller balloon
can be increased or diminished by
means of an air-pump worked by an
Hectric engine in the car. By this
means variations of temperature, with
the consequent alterations of bulk in
the gas,' can be compensated tor.
