Editor Review I would recall to yoar readers the statement of B," in his article advocating the Onslow U U. subscription which appeared in your issue of the 23rd. tie says: "Thus it is evident that private persons aro taking two thirds of the risk io this enterprise. Would they invest their money when the chances are hazard ous?" I am tree to admit tney would And the fact is they do not. On their own confession, that they have sub scribed only $50,000. while retaining the control of the company, without ad mitting the city in participation with them in its management, I will endeav or to show they arc uot taking a pros portionatc risk or, indeed, any risk at When this Question was hrst brought beforotho public, by a committee repre scnting tbo incorporators of the com pany, and it was seen that either city or the counlv would subscribe, instead of allowing: tno undertaking to proceed as tbo affair ot the county, under its man agement (and direction, a party ol gentlemen, in tljemselvts honorable men. bntjlike the rest of us. addicted u money making, saw in it an opportun ity for a speculation, and made the nominal fcucscnption ot fcsu.uuv. pay ing in 10 ber cent, which enabled them to organize and take the direction oi tin no mnnnu'j A fViir in thu hands oi their own clique. I do not question the motive ot these gentlemen, bow ever the attempt upon the part of fei o v citizens to speculate upon the county's or city's subscription may be regarded If we permit it, there is nothing si honorable in that procodure. It matters not. as the case now stands, whether the city, if it votes tfie subscription, pays over its bonds in exchango for stock at once, as may be demanded under the charter or, as offered. $2,500 per mile. So far as its being able to oversee the expenditure of its own money goes, it is ruled out. The com pan is now oreanized. It has its I ..J ,r)irnntnrB Thp HltV hftS HOt HUBIU Ut V I - nor is otlered representation . upon the board. The election of a new board "can be deterred, by the present organiza tion it having authority to make iu own bylaws, to suit the speculative scheme' its members project. What i this scheme? I a-u not. of course, in its secrets, but as care is taKen to keep tho city out, it is no an uutair presumption that they will puisuu the same beaten track which railroad wreckers have laid out. when private and municipal capital aro join- cd in building rauroaU9. wncre the municipal subscription pracially made a "oonus " by 13 There is. nothing complicate! about this. It is plain sailing. The present company, made up of the syndicate, being in control occupy the vantage ground. They form themselves into a construction compauy and receiviug the contract from the railroad to build it. they will make uioooy by the con struction. As tho syndicate composes both railroad and coustructiou com pany they secure the contract on their own terms. Lotussce Suppose Wil mmgton subscribes $100.0150. Grant township $-20,000. Ouslow county $50. nnn This will irivu them 170.000 The money the syndicate subscribes. i per cent, only is required by law l be paid in, and the balaucecan be evadid. under the provision ot their charter. Suppose, however, thoy pay it in. in-( creasing their available lund to $2-20. 000. Now. as they have entire control ot the company, they can. previous to tho issue ot the stocks ot the compauy to the city.mortgazo;tho proposedjroud, say lor $300,000. Supposo they sell these bonds at 75 cent!. This will realizu thtm $225 000. niaktng.'iu toto, $115,000 of workiug capital. Now. the railroad, biag the syndicate, will give the contract to tho construction compauy, also the syndi cate, to build the railroad, sav for $445,000, leaving them a profit of $145,000, for the road can Ju built tor 300,000; iu addition by way of further payment the road will give the syndi cate, say $2S0,000 in stock, which theu charter authorizes, and thus by indirect means the gentlemen who are the pres ent company would not only make money out ot the construction, but get the control or it afterwards without paying tor the stock. Thus it would appear the syndicate would be protect od, reimbursing itself indirectly for any direct outlay, with a big profit, and the municipalities subscribing will be shut out first, last and all the lime. This is the usual course. The gentlemen who compose the syndicate are candid enough to say they are engaged in a speculation, and will make money it permitted to work their scheme ' It is not unfair then to say they will adopt the usual course or something akin to it. I do not believe that there is one of them who would invest one dollar in the road to-day as an Investment, nor would any one of them ici mem utar tho challenge under his own signature come out in the newspapers and de clare it is their purpose i Kyo the city equal advantage with themselves. We will not be permitted to come in on the ground floor, and yet. metbinks. it we are to pay one-third of the cost of the road we should have a hand in tho control and management and proiH. if any. in tho enterprise Tim apprehension of tho Counlv Com missioners, wheu they were c .nlronted with tho ueccssitv of calling an elec tion, that the county would not be Mjaarcly dealt with, was sufficiently aroused to cause them to lake steps to guard the subscription, if made, of the couuty. The amendments made by. the Legislature protecting the county's sub scription, however, have no application to the city's subscription: if made. and. therefore, we are practically votiug a b'nui" without guarantees or assu rance, cither that the road will be built, or our m Inscription protected. Had there been no intermeddling upoif the pt of the present syndicate, wheu this question wa first to be ac'ed on. my opinion is. Mr. Editor, we would have vo ed i he subscription, a year ago. and the road would ave been in course of foii'trunlioii now. under the county' direction through its appointed repre sentatives, j am not opposed to tne Onslow railroad, provided the county, nol the cily. make the subscription, and in the organization of the company at d expenditure of its money we have a voice prop rttonate with the amount sQb3cribed. but. in its present shape even if. the city could without an in crease of taxation invest the monev. I think it clearly the duty ot every citi zen, not excepting "B ", to vote down the measure . . X. STATE N1WS Charlotte Chro?iiclc: The project for a new cotton factory in Charlotte is again being agitated, and this time it is in the hands ot an individual who is determined to make a success of it The plan is to give everybody a chance to subscribe to the slock, and as soon as the ltquisite an.ounl is raised, a meeting will be called, when the com' pany will bo duly organized and work commenced at once. It is proposed to begin on a capital stock of $100,000. The new spoke and handle factory of Carson Brothers, in this cily, will be in shape to begin business ou Sep tember 1st The factory is now beina equipped, with ma binery. and four cottages for the ti3e of the operatives are in course ol constrcl ion The tac lory will have a capacity of 4 000 spokes and 50 sets of rims per day. and will trive employment to 32 hands; Carson Rrothprs will employ white lab r. and the character of their business " will re quire each laboror to be skilled in the profession. A good citizen of Long Ureek township, and one who is not addicted to seeing snake, started to town yesterday with a load of water melons. While driving along, he com menced sizing up his melons to see what each one ought to be priced at. and he noticed that ono of the melons seemed to be decayed, a hole having been discovered in the melon at the place where the stem should bav been. He picked up the melon and cast it into the road, and as itbroke to pieces, a black snake, three " feet long, crawled out and. disappeared through the bushes. THE MA1L,8.
