Claus Spreckles. the Hawaiian sugar
king, is staying at the Continental
Hotel iu Paris. SpreGkels has not
much opinion of the present monarch
ot the Sandwich Islands, whom be cal s
a good-natured, weak fellow. With
reference to the present state of affaiis
in Hawaii he remarked that the Eng
lish Government would never be able
to compel the ministry to sign the Lon
don bonds, because they are not legally
issued under the laws of Hawaii. He
spoke very -lightly ot the present revo
lution, which was quite a small affair.
He gives very amusing accounts of the
Hawaiian method of government and
of the royal household in Honolulu.
Mr,. Spreckels at present is very much
interested in beet-root sugar. He has
also bought a large cargo of sugar beet
for plantation. . He intends making the
experiment in one of the middle West
ern States, where the climate is about
the same as in Austria. The cultiva
tion is very economical and a source of
great wealth in Austria and Germany,
where the planters are obtaining 60 per
cent, on their investment.
Gen. Tcherniayeff. whom the cable
announces as Katkotl's successor in the
editorship of the Moscow Gazette, is a
well-known Pan-Slavist agitator. He
was bo'rn in 1828. educated in the
military school at Nicolayev, and seryed
in the Crimean war. In 1864 he was
sent to Turkestan, where he couquered
Tasbkend. In 1867 he left the Russian
army and entered upon the practice of
law, but was soon reinstated in his
rank as general, the Czar having taken
a liking to him. Not receiving a suita
ble command, however, Tcherniayeff
definitely resigned in 1875 and became
the editor ot the St Petersburg Ruskij
Mir. The following year he went to
Belgrade and was appointed com'
mander-in chief of the Servian army,
but was disastrously defeated by the
Turks at Alexins iz. He look no part
ih the subsequent RussosTurkisb war.
In 1877 he went to Prague, whenco he
was expelled by the Austrian Govern
ment for inciting Auii'-Geraiau demon
strations, and ho was equally unsuc
cessful 'iu attempting to organize a
Bulgarian rising iu 187U, being arrested
at Adrianople and sent back to Russia.
In 1833 he became governor general of
Tashkend. but bis indiscreet tactics,
which almost led to. a war with Eng
land, caused bis recall in 1881 He was
appointed a member of the council of
war. but lost recently that position,
owing to his having attacked in tbo
newspapers Gen. AnuenkofTs manage
ment ( the Central Asian Railroad.
