National Cemetery is situated some liitlo distance beyond the eastern b oundary of tho city, and on the banks of a stream of water, but the road leading t hereto is worso than bad. A communication was received from the Clareudon Water Works Compauy. oftering to furnish gratuitously a sup ply of water for tbe three drinking fountains to be erected by the city, ou condition that the mecbaoical construe tion ot the fountains shall be subject to the approval of tbe Water Works Company; tbe water mains lo be paid lor by the city, and that ordinances be passed and enforced lo restrict the use ol water to tbe legtimate purpose ot a diinking fountain that is, to prevent the water being carried away in ves t-els &c. or diverted to otbet uses. The Board met yesterday afternoon io regular monthly session. j Mayor Fowler stated that Mr. Geo. j H Chadbourn. President of the First j National Bank, was present and dasir icd to address the Board. 1 Mr- isnaubourn said that he app ar ed in behall ot the bank; he read Ue lax laws of t h State as enacted by tbe last General Assembly and argued tr-at an unjust discrimination was made therein against National Banks, in rfc qui ing the listing tor taxation ot the ahares of both resident' and non-resident stockholders. He said that the Bard of County Commissioners had been applied to for relief and fhat tbe chairman of that Board bad written to State Treasurer Bain in regard to the matter; but tbe only answer received was lhat the law was explicit. Ho had listed, under tbe law. all tbe stock, both ot residents and non-residents, but had entered his protest against it. All he asked of the Board was to be allowed to list on the same terms as State banks. The Mayor said it was evident that the law made a discrimination against National Banks, and on motion of AN derma n King the matter was referred to the Finance Committee with power to art. Alderman King, from Ihe committee on Public Buildings, repotted lhat the contracts for repairing the city court room and building a new guard house had been awarded to Mr. Post. Al lerman Pearall reported that the committee on Streets and Wharves had contracted with R. P. McDougall for two wagons, to co3t $80 each. Ap proved. Alderman Dudley, from the commit tee on Hospital, reported that man agers of lhat institution were put to a great deal of inconvenience by the delay experienced in having to await the action ot the Board ot Audit and Fi nance in signing warrants and desired to bring the matter to the attention of that Board. In reply to a question as to the pro posed city' fountains, the Mayor, said that ih Board of Audit and Finance had approved of the' appropriation tor that purpose. The Mayor said that the First Na tional Bank had just placed $130,000 ot city bonds without compensation there for. He suggested that the bank should bo remunerated for its services, and a commission of one per cent, be paid. Alderman Pearsall moved that the bank be paid one-fourth ot one per cent. and expenses. Adopted. Petitions for permission to erect buildings jwere received from Mary II. Blocker and D. J. Reeves. The Mayor suggested that tho ordi nance licensing dance houses be re pealed. He regards them as a great nuisance. A resolution offered by Alderman Walker to repeal the ordinance was adopted. Mayor Fowler said there was a great deal of building going on and it was necessary to have a regular city sur veyor. On motion of Alderman Price, Mr, Chase. Superintendent of the Clarcn don Water Works, was elected City Surveyor. A communication was received from Little Columbia Fire Co. No. 5, asking tor repairs to their engine house. Re tcrred to the Committee and Chief of the Fire Department. Alderman Pearsall offered a resolu tion, which was adopted, that tbe Chief of the Fire Department be requested to adopt some signal by which, iu case ot an alarm of fire, notification will be given the public when the fire is out, and when the alarm turns out to be talse.
