C- lQenis William Welch, an eccentric law yer and. former neighbor of Post master General Vilas, at Madison, Wis. lias been indicted, on nine y counts for slandering Mr. Vilas. Welch has of late been publishing a little newspaper which he uses to nav off old scores asrainst his ene- i mies. In his paper he has accused Mr: Vilas of stealing funds and papers belonging to the Madison Fire Insurance Company and finally of ruining the company by embez zling $175,000 of its money. He also declared that Mr. Vilas concocted a scheme whereby the city of Madi son was defrauded of $75,000, and that he appropriated that money to his own benefit. These purely im aginative charges have aroused Mr. Vilas to a pitch of righteous indigna tion, and he has brought sujt against Welch for slander and libel. Welch i's generally considered crazy, and the probable outcome of the matter will be that he will be placed in an insane asylum. The promptness with which Spain has hurried her troops into Morocco on the report of the death of Sultan Muley-Hassan is remarkable. Six thousand men have already been sent forward. The object is said to be that of protecting Spanish inter ests should anarchy result from the Emperor's death. The commercial j interests of Great Britain and France in Morocco are more extensive than those of Spain, but the latter coun try naturally looks upon the region across the Straits as one in which, by virtue of her proximity, she is speciallv entitled to interfere. She has uot wholly relinquished the hope perhaps of some day getting a stronger foothold in Morocco, and remembers how easily, in 1850, Mar shal O'Donnell invaded the country, and how, after bombarding a few eaports and fighting a couple of battles, she obtained not only apol ogies for insults but a cession of ter ritory, a Avar indemnity, and sundry trade privileges. In her present movement she seems to have en countered no objection from other powers. it It is expected that by January 1 next nearly all the last year gradu ates ot the Military Academy at West Point who now rank as "addi tional" second lieutenants will be assigned to companies and cease to to be extras. This expectation is based upon prospective vacancies. At the beginning of next year, un less unforeseen casualties occur, there will be still unprovided for five additional second lieutenants of cavalry, one of the engineer corps and one of the atillery. It is gener- all supposed there will be some vacancies in the infantry corps, to which can be appointed the non commissioned officers who success fully pass the examination before the Fort Monroe board. Young George Choate, the son of wealthy and influential pa rents, was sent to CQllege when he was really in no physical condition for the work that would be requir ed of him. He was a victim of the saddest kind of melancholia, and his mind was constantly brooding on gloomy religious subjects. The sophomores seeing his condition de cided to work what they called the "religious racket" on him. They talked to him constantly and held mock religious meetings at his room. The result was that ne! was soon crazed and utterly unfit for his class duties. He would wander about the campus and ask any person whom he might by chance meet, "Why he was allowed to go to hell? Why some one did not try to save him.r He has been taken back to his father's .elegant home a complete wreck. His physicians have no hope of his recovery.
