The expenses of the New York city government steadily increase. The departments have submitted to the board of Apportionments their estimates for 1888, and the total is $1,000,000 more than the sum appro- oriated for this year. The ne aqueduct calls for $8,000,000, educa tion for 5, 800,000, police for $4,000,- 000, and public works for $3,400,000. The total is over $33,000,000. Public sentiment at last became so aroused that the Legislature of 1878 Passed a law "in restraint of di torce." Steamboatmen report about five feet of water on the shoals in the Cape Fear, with the river rising. Without regard to what the Signal Office has said we pronounce the present weather as very disagree able. Wood is coming in quite lively since the rise in the river. There were several flat loads in the dock this morning. The steamer). Murchison, brought down 308 bales of cotton as a part of her cargo, and the steamer Capo Fear had 158 bales. Superintendent Sholar is having some much needed repairs made to the sidewalk on Second street, be tween Princess and Chestnut. At first it was thought that he had been killed, having been rendered senseless by the blow and fall, but he soon recovered con sciousness. He was immediately brought across the river where a physician examined his wounds which were painful but not consid ered dangerous. After being exam ined by the physician a carriage was procured and the wounded man was conveyed to his home on Prin cess street, between Tenth and Eleventh. Doing Valuable Work. . Capt. William Skinner is doing a good work in Black River. He has a contract with the government for dredging work in that river and is pulling out the obstruct ions at a very gratifying rate. He is now at work in the lower end of the narrows, a few miles fibove Point Caswell, and a few days since took out a cypress log which was six feet in diameter at the base. This same cypress log had long been a disastrous obstruc tion to navigation and many is the raft of turpentine and tar that haS gone to grief on it. Its removal will save hundreds of dollars to the peo ple of that 'section. Capt. Skinner broke his main chain in hauling on this huge log and had to send it here to be repaired. Personal. Col. F. W. Kerchner has gone to Richmond. Mayor Fowler has gone to the Fair at Goldsboro. Mr. A. F. Powell, of Whiteville, is in the city" to-day. ,Hon. A. M. Waddell has gone to Richmond, where he delivers an ad dress to-morrow. Mr. E. A. Hawes, of Point Caswell, was in the city to-day and paid us a pleasant visit this forenoon. Mr. 1). J. Aaron, of this city, was chosen as Chief Marshal of the Goldsboro Fair vice Mr. G. Herbert Smith, who is too sick to attend. Mr. S. A. Craig leaves to-morrow morning on the Gulf Stream for New York, where he will purchase a stock of new goods, which he ex pects to open here early next month. Mr. W. W. Barnes, formerly with Me&srs. Parker & Taylor, in this city, but now connected witha large house engaged in the foreign fruit trade in Philadelphia, is here on a brief visit. Rev. Robert Strange has notified members of the Vestry of St. James that he will accept the position bf Rector of that Parish. This was plainly foreshadowed in. what the Revikw said on Tuesday. , ' We received a pleasant visit to day from Mr. M. S. Bulkley, of Phil adelphia, representing the printing ink house of J. H. Bonnell & Co. Mr. Bulkley is so much pleased with J his visit that he talks of returning and engaging in business here. . Rev. W. M. Kennedy, of Duphn county, was in the city for a short time to-day. He was en route for the Union Meeting of the Eastern Baptist Association, which will be held this year at Moore's Creek Church, in Pender county, and will commence to-morrow. Mr. GeorgeS. Back Again. r William Johnson, colored, who was discharged from the city prison three days' ago, got into a fight at Front Street Market this afternoon with another colored man, in which he struck the latter in the face with a rock and attempted to cut him with a knife. Upon seeing a policeman approaching however, Johnson ran up Front street to Messrs. Burr & Bailey's alley, 'into which he dodged pursued by the officer. The fugitive sought refuge under a building where he was found by Mr. William McGo wan, arrested and taken to the guard house and locked up by a policeman. . The Lisbon. The new steamer which has been in course of construction by Capt. Black, to ply on Black River in place of the Lisbon, arrived here this morning, although in an un completed condition. The work is so far advanced, however, that she ,will begin to run regular- trips next week. The new boat will be called the Lisbon and will run from this city to Clear Run, in Sampson county, as did her predecessor, and will be commanded by Capt. Black. She is 88 feet long, over all, 19. feet beam and 4 feet deep. She will draw about one foot when light and has a carrying capacity of 350 bar rels of naval stores. The boat is en tirely new throughout, and is much faster and better than her patro nymic. Presbyterian Synod. The seventy-fourth annual session of the Synod of North Carolina was begun at the Presbyterian Church in Fayetteville last night, and not withstanding the cold, hard rain, there was a fair attendance. Rev. J. W. Primrose, of the Second Pres byterian Church in this city, preach ed the. opening sermon from the text, "He that Belie veth in Me Hath Everlasting Life." After the sermon the synod was dulv organized bv the election of Rev. R Z. Johnston, of Lincolnton, in the MecKienourg iresoytery, as Moderator, and Rev. Alexander Sprunt, of Henderson, and Capt. J. F. Johnston, of Charlotte, as tempo rary clerks Rev. J. A. Ramsey, stated clerk, was detained by a late train and Rev. -W. S. Lacy acted in his place. : Among the strangers present were Rev. M. H. Houston, D. D., of Bal timore. Secretary of Foreign Mis sions for the Southern Assembly; Rev S. Taylor Martin, Financial Agent of Union Seminary Va.;.Rev. Thomas H. Law, Agent of the Amer ican Bible Society. Since the organization of the Synod in 1813 it has met in Fayette ville thirteen times, which is a fine compliment to the good people o that thriving city.
