The management of the Brother hood under President Arthur, who is an experienced Scotchman, is very conservative. He is opposed to the policy of strikes, and can hardly ever be induced to countenance them. When there is danger of trouble for the Brotherhood any. where he hastens to the place, takes counsel with the dissatified mem hers, and enters into negotiations with the corporatiousagainst which they make complaint. In carrying out this policy he has met with great success for years past. The Brotherhood has often come into antagonism with the Knights of Labor; hut Mr. Arthur has gained the advantage over Mr. Powderly whenever there has been a clash be tween them. UilJOtUca. eU, miinx -Krr CJv6dwlT Justice Harlan, of the United States Supreme Court, in Ids speech at the Chicago Union League ban quet, took occasion to emphasize the need of an adequate judicial force to dispose of the rapidly accuj mulatingbusinesscoming before the national tribunal. The delav in lit igation has become intolerable, and yet the present Court is doing all in its power to clear away the dock et. There were before the Court in 1803 only "d cases; in 1819, 131, of wliieh oli were decided; in 310, of which 01 were decided: in 1870, Gi and 280 disposed of; in 1880. 1.202 cases and C5 decided; and in 1880 the number had increased to 1.396. of which 451 were decided. Thus the Court is getting farther and farther behind. One great cause of this increase in business is the pres ent disposition to drag all sorts of cases before that tribunal which properly belong within the jurisdic tion of the State. Koumania eems to bo the only one of the parties to the Balkan controversy that has achieved any substantial gain from the later di plomatic moves; but she has had a single purpose in view, and has been able to show that it is for the inter est of at least one of the great Pow' ers to support this purpose. She has notified the Porte that Austria gives her assurances that a Russian violation of Roumanian territory would be considered a movement against Austria and a cause of war. The march of Russian troops into Roumania would not only be ag gression of a positive kind, but would specially threaten Austria's own defences. It is a safe conclu sion, therefore, that it would be re sented by the latter as a hostile movement. Still, to make a hypo thetical case and act upon it by a specific promise is noticeable, and Austria's purpose is presumably not only to warn Russia, but to increase her friendly relations with Rou mania. This kingdom tuust have an additional bias toward Austria as having voluntarily given her pledges of protection. Russia could convey forces to Bulgaria by sea without violating Roumanian soil, but in any great war in the Penin sula, Roumania would find it diffi cult to preserve her neutrality. A gathering, or congress, repres enting all the people of India, as sembled recently at Madras. It was composed of TOO delegates, and the attendance at the meeting reached 2,000. On the occasion of the two previous conventions of this kind the Mahometans held aloof, but this time.they took part in the congress, and a Mahometan occupied the president's chair. All expanses were paid by native subscriptions. The difficulty of the confusion of tongues was avoided by "having all the pro ceedings and speeches in English. All classes were represented, from rajahs to ryots, and the Anglo-Indian authorities regard the affair as a most important event. The Gov ernmentof India has been described as a despotism tempered by petition, and the petition that went to the Viceroy from this assembly was one of the most important ever forward ed to that functionary.
