This plan, it is ex pec ted. will raise a total of about loo.0oa Invitations have not only bren sent to every rifle club itiAnier ica, but also to all the prominent clubs in Europe. Jt is not very encouraging to con template the loss by lire during the iiiiitii of Fehruarv. The total in th t'nitt-d States and Canada for that month was more than 11.200, OiKi, which is the largest total report ed in any February for the past fourteen years. The average Fel rn:rv tire waste since 1874 has been only $7,140,000. The fire loss of last mouth, therefore, was about .77 per cent, above the usual average loss. A portion of the loss is of rourse clue to th; iiietease in property value throughout the country and the growth of the populators, but the tire waste is evidently proportion ately greutr, and so far this year has more than kept pace with our advancement in wealth and re sources. Such losses as have been r.rorded in January and February of this year emphasize strongly the need of increased individual care a"id better means for the prevention aud extinguishing of lires. l " , , i cnoerior Court of North Carolina 1$88 A -lead ug Jork phy anape , JUIKiES. , . v . pays matinree lourius " : lst Dl5trict, James K Shepherd, of Beaufort during this weather are clue to uis-. d Dlstrlct, Fred Phillips, of Edgecombe, eases of the lungs. In a letter to the club Mr. Conkling says: "Deeply attached to the State, which, for generations, has been the home of my kindred, proud of " its greatness and bound to its people by lifelong ties, any manifesta'ion of regard by its citizens touches me keenly and adds to the gratitude I shall ever feel for having been deem ed worthy to share in upholding the honor and the interests of New York. Recollections of the many kindnesses received from the people of Buffalo make it especially agreeable to know that they still keep a place for me on the roll of remembered names. Not being, hovever, a seeker of political honors, aud not believing it could be useful to bringmeintothe arena, my wish is to deem the expressed preference of the club only a mark of personal good will. So under stood, it has more value to me than anything lse could give it." . - - The refunding of the English debt is an indication of the steady ac cumulation of loanable capital not merely in England but in the whole commercial world, and an indication also of the fact that the relative as well its thejtbsolute uhare of capital in current production is growing smaller. At first sight it would seem that this reduction of interest would be a hardship on a certain number of persons .with moderate incomes now derived from the con sols, but it is hardly likely to be so for any length of time in England There is a considerable variety of bonds on the market there, yielding II per cent, and even more, that are in reality as safe as the consols, and under the spur of the prospective and certain loss of. one-sixteenth of their annual revenue the small in vestors will discover these. It may be noted that this is not true of the United States, and the difference is one of the reasons for the extraordi nary advance in national credit within the last ten years. The Gov ernment 4 per cent, bonds yield at their preseut market price only 3$ per cent., aud with a guarantee of non-payment for twenty-tlve years ( which is to be given with the new consols,) it is reasonably certain that the debt.could be funded at as low rates as the British, or even lower.
