Among1 the petitions andinemorialspresent cd and referred was one of the pub lishers and other of New York, for the passage of the House bill for the issue of fractional paper currency, 10, 13 and 25 cents, and several in favor of an International copyright law from Typographical Unions iu various States. Mr. George, from the committee, reported back adversely the bill to extendthe time for claims for French spoliations. Placed on the calendar A bill was introduced by Mr. Chandler, for the completion of the direct tax cf 1SC1. This biil revives and reenacts those sections of the actor 1S61. Imposing a direct tax of twenty millions, and provides for the collection of all unpaid balances with 5 per cent, interest thereon, the State to have the privilege of assuming their quota less one per cent, deduction, otherwise the tax Is to be collected from the land of Individuals, as provided in the orig inal act. The unDnished business was taken up, being the bill to provide for the admission of the State of Dakota ' into the Union and for the organiza ! tlon of the territory of Lincoln a sub stitute reported from the Committee on Territories to the original bill. It establishes the boundaries or the proposed State and designates the remaining portions of tlieresentter ritory as the territory of rfortli Da kota (not Lincoln) with Wsmarck as the capital.
