In case there shall be a ianure on the part of any township to elect its executive committee for the period of thirty days, the county executive committee shall appoint said com mittee from the Democratic voters of said township. 4. The members of the township committees shall elect to any va cancy occurriug in said committees. 5. TJie county executive commit tee shall call all necessary county conventions by giving at least ten days notice by public advertisement in three public places in each town ship, at the court house door, and in anv Democratic newspaper that may be published in said county, requesting all Democrats of the county to meet in convention in their respective townships on a com mon dav therein stated, which said dav shall not be less than three days before the meeting of the county convention, for the purpose of elect ing their delegates to the county conventions. Thereupon the con ventions so held shall elect their delegates to represent the town ships in the county conventions from the voters of the respective townships, which delegates, or such of them as shall attend, shall vote the full Democratic strength of their respeutive townships on all questions that may come before the said county conventions. In case noconvention shall be held in any townshin in pursuance of said call, or no election shall be made, the township executive committee shall appoint such delegates. C. Each township shall be entitled to cast in the county convention one vote for every twenty-live Democratic votes, and one vote for fractions of fifteen Democratic votes cast bv that township at the last proceding gubernatorial election: Provided That every township shall bo entitled to cast at least one vote, and each township may send as many delegates as it may sm? fit. 7. " In cases where townships con fist of more than one ward or pre cinct, each of said wards or precincts shall be entitled to send delegates to rouutv conventions, and shall east its proportionate part of its township s vote, based upon the last preceding vote for Governor in said township. S. The chairmen of township committees shall preside at all town -ship conventions. In their absence any other member of said committee may preside. !). In cases where ail the town ship executive committees are re quired to meet, for the purpose of electing county executive commit tees, said meetings shall be deemed to have a quorum when a majority pt such townshipsshail be represet ed in said meeting. rCOUIfTY AD DISTRICT COXVKNTIOXS. 1. The several county conven tions sliall be entitled to elect to their Senatorial, Judicial aud Con gressional Conventions, onedelegate ami one alternate for every fifty Democratic votes, aud one delegate for fractions over twenty live Dem ocratic votes cast at the last pre ceeding gubernatorial election in ineir respective counties, ami none but delegates or alternates so elect ed shall be entitled to seats in said convention: Provided. That every county shall have at least one vote in each of said conventions. 2. The chairman, or in his ab scence any member of the county, senatorial judicial and congressional committee, shall call to order their respective conventions, and hold the chairmanship thereof until the convention shall elect its chairman. 3. The -executive committee of the senatorial, congressional and judicial districts, respectively, shall at the call of their respective chair men, meet at some time and place in their respective districts, design ated in said call. And it shall be their duty to appoint the tima ami place for holding conventions in their respective districts; and the chairman of said respective commit tee than immediately notify the chairmen of the different county exectitivecommitteesofsaidopioint ment, and the -said Itlvecommittees shall forthwith call! the several county ; conventions. Each county shall be entitled to elect one delegate and one alternate for everv one hundred and fifty Demo cratic votes, and one delegate for fractions fover seventy-five Demo cratic votes cast therein at the last preceding gubernatorial election; and none but delegates or alternates so elected shall be entitled to Beats in said convention: Provided, That everv county shall have at least one ote iu said convention -GKXKRAI RULES. 1. Such delegates (or alternates of absent delegates) as may be pres ent at any Democratic convention shall be allowed to cast the whole vote to which their township or countv mav be entitled. 2. If no delegateoralternate shall attend a State convention from any ountv any person appointed by the President of the county convention, or on his failure by its Secretary, mav represent the county. 3 In all conventions provided for bv this system, after a vote is cast tliere shall be no change in said vote until the final result of the ballot shall be announced by the chairman of said convention. t 4. All Democratic executive com mittees shall have the power to fill any vacancy occurring in their re spective bodies. r,. . The said Convention will be held for the nomination of candidates for the offices of Governor, j Lieutenant Governor, Secretary of j State, Audi tor. Treasurer. Superintendent of PublicInstruction.AttorneyGeneral, three Justices of the Supreme Court one for the vacancy now filled by appointment of the Governor, and two to take their seats In case the number ofJusticesshall be increasec bv the vote of the people and of two Electors for the State at large. and for the election of Delegates and alternate Delegates to the Dem ocratic National Convention to be held in the city of St. Louis on the 5th day of June next. It will be observed that the State Convention is to be held earlier this year than usual. This wasnecessary "in order that the delegates to the National Convention, i to be held the week after, may be selected. The National Convention is called earlierthan usual in order that the nartv mav be better organized and a more thorough campaign made in behalf of its nominess and its irreat principles. The State committee j respectfully urge upon the county, committees throughout the State to take early action lor tne can oi ineir county conventions, in accordance with the nlan of organization which is publish ed ith this address, giving full no tice of meetings in the different townships, so that vrimariea may be fairly heldand fully attended. Thus the fairness of all nominations and other business done mus be univer sallv conceded. It is obviously im portant that everv county shall be represenieti in me omits v.uucuuuu by one or more oi us. own citizens, but if for anv reason one cannot at teud, provision has been, made for the representation of the county by any personiappointeu oy me uuair man of the county convention, or in case his failure to appoint, by one appointed by its secretary. For purposes of efficient organization it is desirable that all vacancies in the different committees I be filled at once by active end zealous men. At the recent meeting of the State committee it was made my duty to call special attention of the chair men of county and Congressional executive committees to the necessi ty of immediate steps to provide for the election of delegates to the Na tional Convention from the different districts. If it shall seem impracti cable to call conventions to meet in some of the districts for this pur pose, it is suggested that the end may be effected bv authorizing del egates to the State Convention from such districts to meet in Raleigh on or about the 80th of May in district conventions and elect delegates to represent the districts at St. Louis We have reasons to. know .that our adversaries will make desperate efforts this year to restore the Stte to Radical rule with all its attend ant evils.
