Reflection on Rosco Conkliug's
career le.ads to the conclusion that,
conspicuous as were his public per
formances in the arena of states
manship, he exercised yet greater
influence in ways that are not ap
parent through the pages or the
Ojngrexsinnal Jiccord or the newspa
pers of the day. It was as the ad
viser anil inspirer of national admin
istrations the mentor often un
heeded, but always ready with frank
advice that he" had the greatest
cflVct upon the fortunes of the coun
try. During the two administra
tions of Grant his voice was special
ly potential, and few knew how uni
formly it was raised in favor of con
servative and moderate methods
and against the concessions to ca
bals that brought discredit on the
surroundings of the Executive Man
sion. Loyalty"! n friendship and parti
sanship was a dominant trait in
Conkliug's character. What he
freely gave he relied on receiving;
and, counting on his friends as they
didonhim, nothing wounded him
so deeply as the revelation that such
relations of interdependence had
weakened. It was no doubt mainly
through misconception and med
dling that an impression of this sort
grew up respecting his footing with
President Arthur. I3ut it is certain
that the misunderstanding was
never wholly effaced.
It was partisanship enforced by
companionship that lost toConkling
the greatest opportunity of his life
such a one as nas seldom come to
any American. It is beyond dispute
that he was ready to declare for
Tilden, and went to the Senate pre
pared to prove his case and make
the speech that would surely have
been followed by the installation of
the elected President. But party
friends dissuaded him at the last
moment, convincing him that the
ends of justice might be reached by
the submission of the dispute to an
impartial tribunal. It was the
knowledge of Conkling's intended
speech that delayed the leclaration
of tlm conclusion of Democratic
leaders respecting the scheme for
the Electoral Commission.
,s a Senator, there was a side of
Conkling's work little observed by
the press or the general public, but
which drew to him many friends.
JS'o one was more unremittingly de
voted to constituents, more exact in
the- performance of those kindly
offices that fall in greatest number
on those most influential, and no
one gave more time to the aid. com
fort and entertainment of New
Yorkers who sought him personally
in Washington. Governor Fenton,
a master in the arts of conciliation,
was inferior to his colleague in pop
ularity with citizens of their com
inon State; and it was out of Conk
ling's zeal in behalf of a friend to
whom Fenton refused expected aid,
that there came the open breach be
tween them that involved such
grave consequences in the politics
of New York.
Mr. Conkliug's latter vears, spent
iu private life in the arduous and
brilliant practice of -his profession,
were the crown and glory of his life.

whose practice had been uninter
rupted, and to achieve a most dis

ruin, seizing almost at a bound the
highest prizes of a difficult and ex
acting profession, paying on a point

which he was holden by no legal ob
ligation, and only in so scrupulous a

the admiration of all true hearts.
