Dkm. Ckntkal E,. Com., JlaUAah A C, 23. 1888. The following is the plan of organ ization heretofore adopted by the State Democratic Committee for the guidauce of the party. TOWNSHIP ORGANIZATION. 1. The unit of county organization shall be the township. In each township there shall bean executive committee, to consist of five Demo crats, who shall be elected by the Democratic voters of the several townships in meetings called by the couuty executive committee. And said committee so elected shall elect one of its members as chairman, who fdiall preside at all committee meetings. - 2. The several township executive committees shall convene at the meetings of the several county con ventious, or at any time ami place that a majority of them may elect, and shall elect a county executive committee, to consist of not less than five members, one of whom shall be designated as chairman, who shall nreside at all of said com mittee meetings. 3. In case there shall be a iaiiure on the nart of anv townshin to elect itsexecutive committee forthe period of thirty lays, the county executive committee shall appoint said com mittee from the Democratic voters of said township. 4. The members of the township committees shall elect to any va cancy occurring in said committees o. 'rhecountv executive commit tec shall call all necessary county conventions by giving at least ten days notice b public advertisement iu three public places in each town ship, at the court house door, and in anv Democratic newspaper that mav be published in said county. rcauestincr all Democrats of the conntv to meet in convention in their respective townships on a com mon dav therein stated, which said day shall not be less than three days before the meeting or the county convention, for the" purpose of elect ing their delegates to the county conventions. Thereupon the con ventions so held shall elect their delegates to represent the town ships in the county conventions from the voters of the respective townships, which delegates, or such of them as shall attend, si nil I vote the full Democratic strength of their respentive townships on all questions that may come before the said county conventions. In case uoconvention shall be held in any townshin in pursuance of said call, or no election shall be made, the township executive committee shall appoint such delegates. 6. Each township shall be entitled to. cast in the county convention one vote for every twenty-live Democratic votes, and one vote for fractious of fifteen Democratic votes cast by that township at the last preceding gubernatorial election: Providcd That every township shall lc entitled to cast at least one vote, and each township may seud as many delegates as it may'see fit. 7. " In cases where townships con sist of more than one ward or pre cinct, each of said wards or precincts shall be entitled to send delegates to county conventions, and shall cast its Proportionate part of its township 8 vote, based upon the last preceding vote for Governor in said township. 8. The chairmen of township committees shall preside at all town -ship conventions. In their absence any other member of saidcommittee may preside. 9. "Irf cases where all the town ship executive committees are re quired to meet for the " purpose of electing county executive commit tees, said meetings shall be deetuvd to have a quorum when a majority of such townshipsshall be represet ed In said meeting. COUNTY AND DISTRICT CONVENTIONS. 1. The several county conven tions shall be entitled to elect to their Senatorial, Judicial and Con gressional Conventions, one delegate and one alternate for" every fifty Democratic votes, and one delegate for fractious over twenty five Dem ocratic votes cast at the last pro ceed in g gubernatorial- election, in their respective counties, and' none but delegates or alternates so elect- in their respective districts, design ated in said call. And it shall be their duty to appoint the time and place, for holdinir conventions in their respective districts: and the chairman of said respective commit tees shall immediately, notify the chairmen of the different county executive committeesof said appoint ment, and the said county execu tive committees shall forthwith call conventions of thair respective counties in conformity to said no tice, to send delegates'to said respec' ?ive district conventions. 6TATK CONVENTIONS. 1. The State Convention shall be composed of delegates appointed by ttie several county conventions. Each county shall be entitled to elect one delegate and one alternate for every one hundred and fifty Demo cratic votes, and one-delegate for fractions over seventy-five Demo cratic votes cast therein at the last preceding gubernatorial election; and none but delegates or alternates so elected shall be entitled to seats in said convention: Provided, That every county shall have at least one vote in said convention. OKNKRAL RULES. 1. Such delegates (or alternates of absent delegates) as may be pres ent at anv Democratic convention shall be allowed to cast the whole vote -to which their tonship or county mav be entitled; 2. If no delegate or alternate shall attend a State convention from any ountv any person appointed by the President of the counijr convention, or on his failure by its Secretary, may represent the county. 3. " In all conventions provided for by this system, after a vote is cast there shall be no change in said vote until the final result of the ballot shall be announced by the chairman of said convention. 4. All Democratic executive com mittees shall have the power to fill any vacancy occurring in their re spective bodies. !i. That the chairmen of the dif ferent county conventions shall cer tify the list of delegates and alter nates to the different district and State conventions, and a certified list of said delegates and alternates to the State convention shall be sent to the Secretary of the State Central Committee. The said Convention will be held for the nomination of candidates for the offices of Governor, Lieutenant Governor, Secretary of State, Audi tor, Treasurer, Superintendent of PublicInstruction.AttorneyGeneral, three Justices of the Supreme Court one for the vacancy now filled by appointment of the Governor, and two to take their seats In case the number of Justices shall be increased by the vote of the people and of t wo Electors for the State at large, and for the election 01 delegates and alternate Delegatesto the Dem ocratic National Convention to be hold in the citVof St. Louis on the 5th dav of June next. This was necessary 111 order that the a7eiegat.es to tue National Convention, to be held the week after, may be selected. The National -Convention is called earlier than usual iu order that the party may be better organized and a more thorough campaign maue in behalf of its nominess and its great principles. The same advan tage attends the earner meeting or our State Convention and nomation of its candidates. The State committee respectfully urire upon the county committees throughout the State to take early action for the call of their county conventions, in accordance with the plan of organization which is publish ed with this address, giving full no tice of meetings in the different townships, so that vrimaries may be fairly held and fully attended.
