The amendment reported by the Committee on Appropriations, in- , creaslog tho amount from $79,000. 000 to $30,473,000, was agreed to. The next amendment was to strike out of the House bill the words 'that in all pensions to widows pay merits shall be made froui date of death of the husband," and to insert in lieu of it the following, "that all pensions which have been or which may hereafter be granted under the general laws regulating pensions to willows. In consequence of death oc curring from a cause which operated in service since the fourth of March. .1851, shall commence from the date of dfcath of the husband." Mr. Harris made a point of order that the amendment was general legislation in an appropriation bill. The same objection, he said, applied to the House clause, but the only remedy In the Senate was to strike it out. A long discussion followed, turn ing upon the right of the Senate to originate appropriation bills and upon the binding force of the rules against general legislation on ap propriation bills. Final I v, the pre siding officer submitted the point of order to the Senate, and the Senate decided that the proiwsed amend ment was inr order. The Democrats generally voted in the negative and were Joined in their vote by Senators Edmunds and Ingalls. After further discussion as to the probable costof the proposed change in the law, another brief debate was had on the department of labor bill.
