That as all taxation bears most heavily upon the labor er, it is the duty of the legislator, as a direct benetlt to the workingman, to keep the expenses of our public institutions at the" lowest limit con sistent with wise and efficient man agement. The Democratic party opposes any competition between free and cortvict labor, but it insists that convicts shall not remain idle at the expense of honest labor. J!eolved.
