Wadded, we j believe said 'that it was the first time in his knowledge where a rail road had been completed and turn ed over to the projectors in the time agreed upou and specified. In this instance the Seacoast Road was de livered to the company one day in advance of that agreed upon. The construction occupied only about one hundred days. Mr. W. H. Chad- bourn was the contractor, Mr. Jas. H. Chadbourn, Jr., was the manager and the engineer was our young friend, Mr. W. H. Chadbourn, Jr. It was this latter gentleman who drew all of the plans and made all of the surveys. The result is a piece of work that would be creditable to veterau. engineers. It is a goodi solid, well-laid road and the univer sal sentiment is that it rides. as smooth and as even as an old, thor oughly settled road. Audit and Finance.; The Board of Audit and Finance met yesterday afternoon. A communication was received from the Board of Aldermen recom mending that the petition of citi zens for the paving of Market street between Front and Second be grant ed, and estimating tficogt or pav imr at about $0,000. On motion, con sideration of "the matter was defer red until next October. Bill of steam tug Marie for towing a barque from Fowlers wharf to Parsley's wharf, with recommenda tiou of the Committee on Streets aud Wharves that five dollars be al- Ijvvrd, and the amendment of Alder man Dudley to allow eight dollars, was taken up. On motion, the recommendation of the committee to allow five dol lars was approved. Consideration of account of How ard Relief S. F. E. Co., for material and work on repairs to engine house, amouuting to $403.70, was deferred, and the original bills ask ed for. Account of Wdmington, Onslow &, East Carolina R. R. Co., for printing bonds (amounting to $115) was ap proved. Bills for current expenses, amount ing to $313.13, were also approved and the Board adjourned. IN MKMOKIAM. Kaiser Frederick III.
