Church, South, Baltimore, and one of the best known ministers of the South ern branch of the Methodist Church, died in that city a few days ago, in the 73d year of his age. He was elected to the General Conference which met at Indianapolis May, 1856, and he was a prominent mem ber of all succeeding conferences: at Buffalo in 1860, New Orleans in I8661 Memphis in 1870, Louisville in 1874, Atlanta in 1878, Nashville in 1882 and Richmond in 1886. When Dr. Thomas Osmond Summers died in the midst of his duties at the Gen eral Conference of 1882 at Nashville Tenn., Dr. Martin, who had been one of his assistants, succeeded him as Secretary of the Conference. : Richard F. Stevens," a Newark lawyer, has had a longer sitting in a witness chair, probably, than any other man: in the country. He be gan last November to give his evi dence in the case of the State of New Jersey against the Morris and Essex Railroad, and he has not fin ished yet. The Master in Chancery before whom the testimony is be" ing taken is young Willard C. Fisk, formerly private secretary to Gov ernor Abbett. He holds Court three days a week in Jersey City. The case has now been in progress for a year and a half altogether. It in volves a charge that the railroad company has defrauded the State out of over a million dollars of taxes by false entries in its annual reports. Richard F. Stevens was employed by the State as an expert to go over the books of the com nan v. and he is now testifying as to what he dis covered in them. He ended his di rect testimony in April, and since then he has been undergoing cross- examination by ex-Governor Bedle. Now that Senator Quay, of Penn sylvania, has assumed charge of the j- Republican canvass, it is interesting to recall the fact that President Cleveland's most important pension veto found no warmer supporter than the new Chairman of the Re publican National Committee. While the veto of .the Dependent Pension bill was pending before the House, Col. Quay, who had then been elect ed to the Senate, but had not taken his seat, commended the President's action in these words, as quoted by the Philadelphia Bulletin (Republi- lan; February 19, 1887: "The men who did the actual lighting, and have some pride in their record, re sent the idea of being pauperized. That veto message is the best thing that President Cleveland has set his hand to, and if I were in the Senate now 1 would vote to sustain it." Soine"bfthe revelations of the re- tired list, under Mr. lleacran's reso lution of inquiry, have been Very in teresting. It has been shown" that some officers have drawn over' $100, 000 each since they' were placed on the list, and that others were put there when they should either have been made to do active duty of some sort or else discharged. The large number of retired admirals has ben made the subject of remark; still, England outdoes us, as she has a total of 204 admirals, of whom only 13 are employed. On the Other hand, we surpass England in our liberal treatment of shelved soldiers and sailors, for our retired officers get three-fourths pay, whereas in England, according to the figures of Sir E. J. Reed, the 13 employed ad mirals get $185,000 a year, while the 281 unemployed get an aggregate of only $805,000." Sir E. J. Reed la ments the small ratio of armored vessels to admirals; but it is cheaper to pay the admirals for doing noth ing than to build armor-clads for them to be busy in. .
