C., TUESDAY. AUGUST 7, Board of Aldermen. The Board met last night. A petition was presented, signed byofflcereof the Fire Department, asking that an appropriation of $200 be made in aid of the fund for the approaching Firemen's Tourna ment. Granted. Alderman King, from the Commit tee ou Water Works, addressed the Board, stating that various com plaints had been made by citizens as to the quality of water and the iSfS I I 1 uisuuiciency 01 xne supply iurmsneq by the Water '-Works Company and as the minority of the committee he had asked of the Board of Audit, and Finance that they withhold payment of the-Water Works Com pany's monthly bill until an investi gation was had. He asked the Mayor to appoint a committee of three to investigate the contract and see if the company cannot be made to comply with its provisions. The motion to appoint a commit tee prevailed, and the Mayor ap pointed Aldermen King, Ricaudand Price as said committee. It was ordered that the communi cation of Alderman King to the Board of Audit and Finance in re- 1 at ion to the " Water Works Com pany, which had been returned by that board, should be spread upon the minutes. A petition to saw-dust Fifth aud Sixth streets, between Queen and Dawson, was referred to the Com mittee on Streets and Wharves. A petition from merchants on Market street to have the gutter on the north side of that street between Front and Second properly giaded, was referred to the same committee. Application of Howard Relief En gine Co; for repairs to engine house to cost probably $100 was read and granted. Petition for the erection of a mar ket house, from people living north of Orange, south of Walnut and east of Fifth street, was referred to Com mittee on Streets and Wharves. Alderman Price submitted a reso lution, which was adopted in the form of an ordinance, imposing a fine of ten dollars upon any person or persons burning paper or trash in the streets without first obtaining permission from the Mayor. Alderman Ricaud offered the fol lowing resolution, which "was adopt ed: Resolved: That the Committee on Ordinances be instructed to prepare an ordinance prohibiting the use, vithin the fire limits of the city, of steam engines and other machinery dangerous to contiguous property except under such conditions and precautions as may be may be desig nated in the terms of said ordinance. The Mayor announced that he had appointed Mr. Ed. Daniel, Police Court clerk, to till the vacany caus ed by the resignation of Mr. C-f. H. Greene. Action approved. The Chief of Police was instructed to test fire-hydfants at Seventh and Mulberry and Seventh and Ann streets, and report to the Board. The Fish in the Channel. The gangway at the Hummocks was full of fishermen yesterday, there being some ladies also among the number. The channel appear ed full of skipjacks and the catch during.the day was very fine. We were there during the afternoon und it was a sight worth seeing. Thous ands of sand , perch could be seen swimming about near the top of the water and there were frequent com motions visible where the skipjack would strike at the luckless perch. Add to this the birds which filled the air, descending swiftly every moment to catch up a fsh, a.nd you have the picture. Jt is one well worth the ride to see, even if you don't throw a line n. e. water, Sunday School Excursion. An excursion to Carolina Beach will be given by the Grace M. E. Sunday School, on the steamer Syl van Orovey on Thursday next, the boat leaving ait S:30 o'clock. The ladies will serve refreshments on, board and a large attendance is surely expected. The Board met in regular session yesterday afternoon. - -" : A petition asking the Board to appropriate the sum of $200 for the Firemen's Tourament fund was,- on motion, laid upon the' table, to await action in the matter by the Board of Alderman. - - The . following communication from the chairman of the Commit tee on Water Works of the Board of Aldermen was read: Gkntlemkn: As one of the Com mittee on Water Works from the Board of Aldermen, I would most respectfully, ask that you withhold the payment' of. the Clarendon Water Work's Company's monthly bill, on the ground 1st. They contracted to furnish water suitable aud fit for domestic use; whereas, in fact, it is totally unfit, except that they sonsider dirty, muddy river water as such. 2d. They guarantee at all times a sufficient pressure to throw .from any five fire hydrants at one and the same time, through one-inch nozzles five streams of water to. an average height of one hundred feet. That they have not come up to this part of the contract I respectfully refer you to the monthly tests made by the Chief of Police. At a recent tire (on the 20th day of July) they failed (either from insufficient pressure or that the hydrant had net been properly flushed, or some other cause) to throw a stream from the hydrant on Seventh aud Mulberry streets exceeding twenty-five feet, thereby impeding the efficiency of the Fire Depart ment toward controlling the said fire, and but for the fact of recent neavy rains mignx nave resuneu m great damage to the property of the surrounding neighoornooa. 3d. The citizens, especially from said part of the city, are clamoring for redress and threats have been made towards testing the validity of paying for that which in their judgment they did not get value re ceived. King, Member of Water Works Commit tee Board of Aldermen. On motion ef Mr. Calder the Board decided not to withhold payment of the company's bill, and to refer the petition to the Board of Aldermen. A petition from the Howard Re lief Fire Engine Company, asking for an appropropriation for repairs to engine house, was on motion laid upon the table, the Board consider ing that application should first be made to the Board of Aldermen. The chairman(Mr. J ones)to whom was referred the matter of placing a fire-hydrant at Fifth and Queen streets (approved by the Board of Aldermen) reported that according to the contract with the Water Works Company the city would have to bear the expense of laying the main, which would be abou $700. On motion of Mr. Calder the matter was referred to the Board of Aldermen with the above statement of facts and disapproval of the peti -tion. Bills were audited and approved as follows: For current expenses, $5,583.52; bonds, $22,400; coupons, $10,021.50. Thirty bonds and 609 coupons, which had been redeemed and cancelled, were burned in the presence of the Board. County Commissioners. The Board of Commissioners met at the Court House yesterday after 110011. All the members of the Board were present; Chairman Bagg pre siding. ? County TreasurerHewlettr submit ted his monthly report, showing a balance on hand to the credit of the General Fund, amounting to $11, 805.58; educational fund, $12,327.15. Total $24433.73. County Register Sampson report ed $9.08 receiyed asfees for marriage licenses issued during the month of July and exhibited the Treasurer's receipt for the amount. It was ordered that the Seacoast railroad be assessed at $4,250 per mile. Ordered,, tha M. Dowling be grafted permission to peddle goodt, wares nd merchandise without the payment of county tax. Qrd,eredthat Robt. Nixon and G. F, Horne be allowed to list taxes. Ordered, that the railroad of the New Hanover Transit Co. A Sailor Suicides. Carl Dabit, a German sailor who has been at this port for seyeral years past, suicided Jto-day in Mrs. Bryson's boarding house on N-utt street. For some time past Dabit had been sick and had obtained a certificate on which he could 'have entered the hospital but he had re peatedly said that he did not want to go there. Yesterday he express ed himself to some of the habitues of Nutt street as tired of life and determined to "shuffle off," and so they watched him. Sure enough he jumped into the river last night but was discovered in time and fished out. To-day, about 1 o'clock, Dabit seated himself behind the piano in Mrs. Bryson's parlor and asked of a fellow-lodger who was in the room to get his razor, as he wished to sharpen it and shave himself. Think ing no evil, as this was a coinmou occurrence, Kinney, the man who was appealed to, got the razor and handed it to him. He himself re sumed his seat and his interrupted occupation, but something attracted his attention and he looked up, to see Dabit fall to the floor and jets of blood spouting from a terrible gash in his neck. '- y As soon as possible the alarm was given and the police notified. The unfortunate man was taken to the hospital and died almost as soon as he reached it. Dabit was a well known charac ter here and candor compels us to add that he was - dissolute and worthless. He was a terror in Pad dy's Hollow. He had served a term for larceny in either the 'Peniten tiary or Workhouse, we forget which. He was a man about 38 or 40 years of age and it is not known that he has any connections in this country.
