A correspondent in the city writes: "Some of our tax-payers are op posed to any gift or ; contribution, from the city for the gala week, They doubt the right of the Aider men to give away money or-property of the city and think it would be far preferable to spend any surplus money they may have in improving the streets and the sanitary condi tion of the' city." . This may be but there are many who think otherwise. The assist ance to be-asked for is not large and the benefits which must accrue ought to far exceed the cost. As to the "right" of the Boaid to make this or any other appropriation o like nature there is no doubt. There is nothing in either the constitution of the State or the charter of the city which forbids it, " Jt is their busipess to make appropriations and their discretion Is absolute, subject, of course, to the consent and ap proval ot that, thorn in their side, the Board of Aqit and Finance, At least this is the way it appears to us and we have taken some pains to look into the matter, as the same possible objection .which occurred to our corres pondent occurred to us. Cat lett, the principal,' a catalogue of the Cape Fear Academy for the cur rent year. We are glad to know that the prospects of this excellent home school for the next session are very fine. Seventy students were borne on the rolls last session: Capt. Catlett has labored hard to build up f this school in our midst and he is entitled to a warm support and en couragement at the hands . of our citizens. ' V . Caswell. A party of nine yemng men, among whom was a member of the Review staff, left here Thursday morning at 4.20 o'clock for a trip to Point Cas well on th esteam launch ?pss,Capt. Geo. L. Morton, to attend a pic nic given by several young men of that place. We had a very smooth and pleasant time until within 8 miles of Point Caswell and then the trouble began. As the water in the river was about 4 feet deep and our boat was drawing 5 feet, we stopped awhile to rest with . the bow fast on a shoal, but with the assistance of Mr Scott, ,who Is an expert in the art of wading and diving and .who is peculiarly fitted by nature for the former, - we succeeded in getting afloat again, and started off rejoic ing. But our joy was soon turned into sorrow, for we had not gone more than five miles when we struck on a sand bar and stopped again, not because we wanted to, but be. cause we could not help it. Mr. Scott was again called onto go overf board, and like a hero of old, by name Leander, he ponged into the black waters of the river without a murimr, and for a few moments was lost to the sight of his friends but still lear to their memory, by the mud in Black river. We worked for two hours to get clear but to no avail, Cap Morton had all of the ballast and passengers conveyed to land in the life boat, but to no pur pose, the Boss wouldn't budge worth a cept, Two of the passengers, tak' ing pity on the others as well as on theniselves, for it was about ll o'clock in the day and our provis ions and liqui ds had both given out, walked to Po int Caswell and inform ed Capt. Black, of the Jti sbon, of our condition, Capt. Black at once got his boat under way and came to our assistance, an act of kindness which will not soon.be forgotten. He tried to pull us off but had to give it up and take us on board of his own boat, land in a few xninutes landed us atToinipaswell just in time to tfet dinner.
