Mr. Mitchell Introduced a bill to reduce , letter postage to one cent an ounce. Mr. Sherman offered a resolution directing' the Committee on Foreign Relations to inquire into and report at the next session of Congress, the state of relations of the United States -with Great Britain and the Dominion of Canada, with such measures as are expedient to pro mote friendly commercial and polit ? ical Intercourse, the committee to have leave to sit during the recess of Consrress. He 'asked that the . resolution lie over until to morrow, and said that he would then address the Senate briefly, upon it. v .Mr.' Hoar offered a resolution. hich was adopted, instructing the committee on finance to inquire as to the cotton bagging trust, and what legislation is necessary to coun teract it, ? V .' . - . r The Senate proceeded to vote on Mr. Blair's motion to reconsider the vote : passing the Chinese Exclusion billl The motion was rejected yeas 20, nays 21. ; So the bill remains passed and now goes to! the Presi dent for his approval, r House amendment to the Senate bill concerning details of ? officers of the -army and - navy to '- educational institutions were conurred in: and the bill now goes to the President. The House bill' to enlarge the powers and duties of the Depart ment of Agricnltu re, and to create an executive department, to be known as the Department of Agri- 1 1 - .4 . Editor Review; The encourage ment of home enterprise should be the motto of every patriotic jour nalist, but in the: discharge-of this laudable duty important facts and beneficial truths should not be kept backhand especially from the far mer, as may have been the case with some of your "esteemed icoteuipo raries" in regard to , the cotton bag ging business. : I abominate trusts and anything else originated to the detriment of the farmer; but after an experience of many years in ginning and baling cotton, Iain forced to the" conclu sion that much of this-agitation about cotton bagging is "much ado about noth in g. " Let us see : It takes six yards of -jute bagging to cover a - bale of cotton. . This,, at trusts prices, costs 13 ceijts per yard, or 78 cents. This bagging will weigh two pounds to the' yard so .the weight of your bale is increased :. by twelve pounds of bagging. There ps no deduction for- the bagging in the. sale of tne bale of cotton, and you have twelve pounds of bagging at 10 cents per pound, or $1.20. Take 78 cents from $1.20 and vou nave 43 cents as the net profit to the farmer on every bale sold. Davis, disorderly" conduct,dis charged. - ... Nan'cy Davis, disorderly conduct, $20 or 30 days. t ; Mike Dowling, disorderly conduct, discharged. Marshal Kumon, disorderly con duct, case continued. There was another case of tiisor- derly conduct and resisting a police officer, where 'judgment was sus pended in the case of disorderlyjcon duct and a fine of $50 imposed for resisting a police officer. . . . From Black River. Mr. J. W. S. Robinson, of the Black River section of Pender coun ty, is in the city to-day. The news which he gave us is not good news. The river is still very highand much damage has been done to the crops. There has been so much rain that cotton and corn are both sprouting in thejield. As soon as the weather clears up and gets dry again the farmwrs propose to gather their corn and save what they can of it. The Cape Fear and Yadkin Valley people are showing much activity Jn that section. There is a large force at work'at Black River Chapel and they are throwing dirt at a lively Tate. The work is progress ing in this direction. Hhe Senate and the Tariff. , . .. A month ago the : Review ven tured the, prediction that there would be no tariff bill in the Senate this session and we are glad to see that the same opinion has recently been expressed by Hon. C. V(. Mc Clammy, the Representative - from our neighboring district, theThird, as witness the following, which we clip from the Washington- Critic: , -Major McGlammy, of North Caro lina, said to a Critic reporter this morning,. . that in his-opinion the Senate would, not consider a tariff bill this session. 4The Senate," said he, "has had ample time to prepare a substitute for the Mills bill and the fact that they have not reported one is sufficient evidence to warrant the assertion that they are unable to agree on any tariff legislation,' uutwuusianaing tnelr professed unanimity on the subject. The Sen ate knew the Mills bill would be passed and if they had been sincere in their declaration, they should have begun the work of revising the tariff at the - same time the Ways and Means Committee begaa their work on the Mills bill.
