The New York Times says that the bill Is in sweeping and direct condemnation of the platform of the Republican ticket. The ITer ald of the same city, denounces it. as simply a fraud and a burlesque. That is tho general voice of the In dependent press. The Baltimore Sun, which is one of the most con servative of Democratic newspapers, says: '"The general verdict will be that the bill is a political trick,play ed at the close of the session when it is no longer practicable to act upon it During the eight months ending with August there came to the Uni tefl States nearly 400,000 immigrants, (392,937,) or about 30,000 more than in the lirst eight months of last year. It is worth noting that while England and Wales sent us 2,000 less than last year and Ireland only 700 more, Scotland sent 2,100 more. The Germans were slightly less, but in sill other nationalities there was an increase. Of the total im migra tion for the eight months every 100 was made np substantially as fol lows: British, 31; German, 19;Bohe mian, Austrian, Hungarian, Polish and Russian, 18; Scandinavian, .15; Italian, 10, and other countries, 7 Of the British immigrants 43 per cent, were Irish. 42 per cent. Eng lish and Welsh, and 15 cr cent Scotch. During the eight-months the most remarkably increase was in the Russian, "Hungarian and Po lish, which reached 75,000, an ad vance of 17,500 over last year. Mullhall, the English statistician, in a recent address before the Briij ish Association, presented some striking figures, showing thegrowth of industrial America in one genera tion, or from 1850 to 18S8. He takes ten . leading . elements in this pro gress oH he nation, and finds that while population increased in that period 170 per cent., railways ad vanced 1.580 per cent., banking sys tems 9i8 per Cent., steam-power 685, wealth 680, manufactures 408, com merce 315, agriculture 252, education 206, and shipping 74. Presented thus the figures are chiefly valuable as affording a comparative view of the advance, in these items of na -tional greatness. Mulhall estimates that the next census will show a population of 66,000,000, and an ac cumulated wealth of $70,000,000,000, or 50 per cent, more than the ag gregate wealth of all Europe ten years ago. The last time ! there was a serious outbreak of the I fever in the South the .same" inter est was manifested in finding out its cause and the inost effective means of dealing with it, and there was a good deal of literature produced on the subject, but the appearance o the disease this year seems to have found the people of the South just as unDrepared for it as ever. One thing is pretty definitely known al ready,' ami that is that the source of the yellow fever infe ction for this tountry is almost invariably the ports of Cuba. If it is to be effec tually suppressed means must be found for clearing that island of its presence, and that would involvera complete regeneration of the sani tary condition of its ports, which are never entirely free from' the in fection. This would be extremely difficult to accomplish. In the mean time our only defence is an effective national . quarantine ' against' the ports from which yellow fever is lia ble to be brought."
