R. to enter the citv i limits, to have taken place yesterday afternoon was postponed on account of the bad weather. The police record for June shows the total number of arrests for the month to be 124 of which 39 were of white persons and 84 colored. The police found eight places of business left open at night. The first regatta of the-season at Wrightsville, by the Carolina Yacht Club, to take place on the morning of the Fourth, wilt be a hs thine. The boats will report at 1050 and the start will be made at 11 o'plock. f The proceedings of the-Board of Audit and Finance yesterday show that it cost the county $4,320.90 to coliect$7,044.12. The city got $2,723.22 and the "costs" $3,547.30. This is a very handsome showing for the "costs." - Mr. Geo. Z. French, the"new post master, has received his commission and expects to relieve Mr. Parsley to morrpw. She will leave here at 8:30 a. m. for the Rocks, South port and the Black fish Grounds and an excellent opportunity is thus of fered for a day of quiet pleasure and sport. ; , I ' In this section Wilmington seems to have been the centre of the rain storm yesterday, at various points near at band only slight rains were reported. A farmer who lives only four or five miles from the city said that they had good rains there but not hard rains. - . Progress. Present: Mr. R. J. Jones, chairman, Mr. Wni. Calder and Mr. W. R. Kenan. Bills were audited and approved as. follows: For current expenses, $5,248.59; costs in cases of delinquent taxes, $4,320.90. The net assets to the city from these cases is $2,723.22; the amounted collected and paid in be ing $7044.12. The sheriff's costs were $773.60, and the clerk's costs $3,547. 30, , . : - i - .;. County Affairs. ' The Board of County Commis sioners met in regular session yes- terday afternoon at the court house. All the members of the board were, present, Chairman Baggs presiding: The County Treasurer's report showing $14,312.21 on hand to "the credit of the general fund, and $13, 767,38 to the credit of the education al fund, was examined and found correct..";" v-' 7.,.-.-'"-. : u The Register of. Deeds submitted his monthly-report of receipts- from marriage licenses, $20.90, and the same was ordered on file. : Application of A. S. Saunders, for retail liquor ITcense corner of Sixth and Nixon streets was granted. S. VanAmringe, clerk of Superior Court, reported $25 collected from the Carolina Fibre and Bagging Company. The Board assessed the Wilining ton Seacoast and Ocean View Rail roads, for taxes of .1889, as follows: " Wilmington Seacoast Railroad Ten miles road bed at $4,000 per mile; rolling stock $7,000; hotel, pa vilion and three hundred acres land, $10,000. Total, $57,000. . Ocean View Railroad One and a half miles road bed at $3,500 per inile; rolling stock $4,000. ' ' " The BbardJ met yesterday after c noon in regular session. Mayor Fow ler presided and Aldermen Smith, Pearsall, Hicks, Craft, Post,1 Mont gomery Lane and Bell were present. Thv Committee on Streets and Wharves reported adversely on the petition of Mr. Vessell, asking per mission to erect a flight of steps to his building on Water street. The report was adopted. ! , .'. The report of the Chief of the Fire Department was read, showing that there were no fires during the month of June, and: that .one of the two horses recently i bought " for H ook and... Ladder" Company No. l.had died, and the. pther was sick and not fit for service. The reportTecom mended that another team be1 pur chased at once, as the , horses hired to supply the 3 ook and Ladder- Co are costing the city three! dollars per day . - ; : : i- ..- 'r'' -;: 'Alderman Craft, who asked for the reading of the report, called atten tion to the fact that bills for the Fire Department did not bear the approval of the Chief of the depart ment; and in regard to the two horses, he had heard they had been subjected to such a terrible strain hat. their value was much depre ciated. He had asked the Chief if he approved tfie bill for these horses and he said that he did not. , ' Alderman Pearsall said that' the members of the Committee i on Fire Department had 'acted together in this matter and had approved the bill. It was very unfortunate that one of the horses had died. The Mayorv in reply to a question from Alderman Craft, said that no purchases or expenditures should be made for the Fire Department with out the approval of the Chief of that department and would not be made hereafter. On motion, $250 vas ap propriated for the purchase of an other horse for the Hook and Lad der truck. Chief Newman, of the Fire1 De partment, being asked by'Alderman Pearsall as to the condition of the other horse, said that it was sick and he did not think it Would ever be fit for service. The report of the Superintendent of Health was read, showing a total of sixty deaths' during jthe month 18 whites and 42 colored. I Petition of Wilmington Onslow' & East Carolina Railroad Company, asking for right of ;way for the road through certain streets in the i east em and. southern parts of the City (that have never been laid off) to a point on the rive"r below Kidder's mill, was oh motion granted. Jno, Fitzgarald presented a peti tion, asking to be remunerated for damages to fences and fruit trees at the time of the fire on Mr. M. Car roll's place. On motion of Alderman Pearsall the petition was not grant ed. .. ' - '. Alderman Hicks, from the special committee appointed to confeij with the railroad companies in regard to the obstruction of Nutt street, ask ed for further time, which was granted. . Alderman Pearsall presented a petition which he asked to have re ferred to the Finance Committee with power to act, to refund to Mrs. Keithly license taxes paid by her husband. Mr. Williams did not reach the drowning" man. He was sup ported byMr. Hanby until a wave parted them. Mr. Hanby, then call ed out to Mr. Williams that Lock hart was gone and that he (Hanby) was drowning and begged him to help him, which1 Mr. Williams did and assisted him in to the beach. The amount of rainfall to day, froju 8 a. m. to 3 p. m., was. 47 of an inch. Since the beginning . of the rainstorm, at 2 a. m.; on June 24th, 8.13 inches have fallen here. A lady in this city yesterday re ceived a letter which was mailed to her from a postoffice in Virginia on the 6th day of last November. It would be interesting to know'Whie that letter has been in the interval . Five car loads of excursionists ar rived here to day from Chatham county, via the C. F. & Y. V. R. R. to Maxton and thence on the C. C. R, R. to this city. They scattered here in various directions. Thy will remain until to-morrow after noon. 7 . . Yesterday afte "noon, during the thunder storm, a lady residing on. Dock street, between Eighth and Ninth, was severely shocked, but not injured, by a flash of lightning, which entered the room and set fire to a box of matches on - the table. No other damage was done. ,i: . . , . The Fourth at the Beach. The Fourth will be duly observed at Carolina Beach. The manage1 ment are making preparations for a big crowd there on thSt day and Capt. Perry's pen is being packed with pigs. The' Grove will make three trips that -day,' at 9:30, 2:30 and 7 o'clock, and passengers by the last boat will have an hour at the Beach. There will be music for dancing and a grand display of fireworks at night. Heady for the Fourth. ' Capt. Nolan has reason to expect a great many passengers on the Seacoast R. R. on the Fourth and he is already making arrangements to transport them to and fro "with neatness and dispatch."- There will be 11 trains each way on that day, making 22 in all, and there, will be; plenty of cars provided with each train so as to ac com modate all r wit h com fort. The regatta of the Carolina Yacht Club will be one of , the great attractions during the day. and at' night there will be the most magnificient dis play of fireworks ever, known here abouts.
