Thtt latest Taports from Samoa are to the effect that war and hurri cane have been followed by a great scarcity of food, and that many persons, especially old people and young children, have actually died of starvation. The people of Samoa have undoubtedly been sorely tried, and yet they have displayed a pa tience and a magnanimity which go far toward demonstrating that higher cultivations do not always have a monopoly of the cardinal virtues. What becomes of all the paper? There are 1,000 pulp and paper mills at work the year round. But th newspapers and magazines consume vast quantities of it. The Century Company takes nearly 300 tons a month for their publication, and their paper bill amounts to $300,000 yearly. Harper & Brothers take 25,000 reams, Bonner 10,000 reams at a time. Two cheap literature firms buy $500,000 worth of paper a year. One patent medicine firm buys $300,000 worth of paper a year. A careful and liberal estimate j of the actual value of the properties upon which certificates of the White Lead Trust have been issued places the figures at $15,000,000 j To repre sent this amount of intrinsic value there are Lead Trust certificates for $83,018,800. If it be presumed that the nominal valuation placed upon each work ' was four times the cash value, there appears the neat sum of over $33,000,000 in certificates, worth at last week's figures, about $25 per share. The Navy Department is fitting out an expedition to Angola, West Africa, for the purpose of making observations duriug the total eclipse of the sun on December 22 of this year. The proposed expedition will be of great importance, for such eclipses give astronomers opportun ities for studying the many niyster ies of the sun and the sun's sur roundings. The latest eelipse made it necessary for astronomers to modify their views as to the consti-: tution of the envelopes which en circle the sun, and by new observa tions they may be enabled to test their hypotheses and make a fresh contribmtion to science. G. re quiring companies of the Second Regiment to adopt the regulation uniform blue with white trim mings; the same as worn by the Fourth Regiment at the recent En campment. The order is ill-timed and in bad tas;e, and we doubt if it will be carried out. The Wilmingi ton Light Infantry have, already a new handsome gray uniform, which cost them a large sum of money, and the attempt to force them to discard those and purchase new blue uniforms will probably be productive of trouble in the camp The preference of our people is for the gray and it is a pref erencjp which should be respected. It is a cqlor which was baptized in blood and glory on many a gallant field of fight. If any change is to be made and a uniformity of color is deemed essential, then it is at least jest as reasonab I e o require those wearing bice uniforms to change to gray as it ' is for those wearing gray to ehange to blue.
