Dorseys downfall excites our pity, for he is the natural product of the spoils system in politics. The whole Star Route perfidy was the logical result of a party policy which craves power that it may swindle the Government and then cover up its tracks. But if such men make us lose our respect for Congressional investiga tions and courts of justice, they in crease our fear of that natural law which brings a conscienceless career to its inevitable conclusion with a merciless and iron hand. Only a few years ago tltis man was one of the bosses of his party. He stood high in the estimation of the gentle men who handled the Republicans in the last election. Attempts were made to exonerate him from grave charges and to wasn tne tar troui a smirched reputation. Now he needs a friend to sign his bail bond and can't find him. He has been engaged in so many doubt ful transactions that no one of liis old pals thinks it safe to appear in his defence. They desert him as rats do a sinking ship. An objective lesson of that kind is very suggestive. Carpeted with Sand Flies. New Yojts, July 26. A Herald special from Tonawanda, N. Y., says: This village has been visited by a plague of sand flies, compared to which that visited, on King Pharoah fades into insignificance. At sunset Wednesday night a heavy cloud was noticed hanging over the canal side shore of the Niagara river,; and many supposed a storm was coming up. When the street lamps were lighted the nature of the storm became manifest. Billions of Canadian sand filies, having a wide spread of wing and a caterpillar-like body, descended on the town. In an hour it was impossible to walk the streets. Houses were shut up, stores were closed, and everybody prematurely went to bed. Most of the flies were dead yesterday, their bodies covering the streets and house tops nearly three inches deep. The inner harbor and the canal wera thick with their re mains. The street commissioner was busy with a fqrGe of men all day cleaning up the insects. The principal streets are now free, but there is a- horrible -stench from the decay of their light bodies in a thousand other places. Nothing similar is remembered here.
