The cirumstantial evidence is pretty'strong that Foraker entered into a conspiracy" with Vood for tho preparation of a forged docu ment designed to disastrously affect the reputation primarily of a lead ing Meuiber of Congress of his own party, and secondarily of- his rival for the ' Governorship. Of course he did not insist on Wood's swearing to mm tnat tne signatures were forged; on the contrary, Foraker took care to know as little as possi ble about the methods employed by Wood to. get up the document, which the Governor requiretl of him, aud for the trroduction of which he re warded Wood; and that, finding the docunieut when manufactured to be loaded for more men than he cared to attack simultaneously, he gave the document to a hot-headed and unbalanced newspaper man with the expectation that he would pub lish it and so relieve the Governor of all responsibility. In other words, fearing that the gun would explode and kill the man who tired it, Fora ker handed the gun to Halstead prepared, for his own .pari to harv est the game if Hal stead happened to kill anybody besides himself with it. '. .. We believe that no. man who had attained the dignity of the Govern orship of a State, and who had risen so high as to entertain 'reasotiable ambitions in: ih'e direction of the Presidency itself, ever before stoop ed to such meanness as Foraker did in order to injure a rival within his own party and a competitor from the opposition party.
