To all Consignors and Consignees of Freight; A serious loss and much inconvenience have been caused, both 40 shippers arfd rail road companies, by the unnecessary detention of care In loading and unloading freights. Shippers are often unable to procure cars, tracks are encumbered, and the speedy move ment of freight is Impossible under the prac tices that have prevailed. The railroad com panies feel obliged, therefore, to endeavor to correct this evil, and have issued the notice printed below. . The system thus established has been in force at a number of Important points during the past year, with advantageous results In every Instance. The. amount charged Is not sufficient to recompense the companies for the use of their cars, tracks, etc., for warehouse purposesand is not collected for the purpose of revenue, but for the prevention of abuses which affect both the public and the transpor tation lines. Notice is hereby given that on and after March 1st, 1890, cars remaining unloaded forty-eight (48) hours, after teeing placed for de livery, Shall be subject to a charge of one dol lar ($i.oo per.day, or fraction thereof, for de tention of .cars and use o tracks. If cars be consigned to private sidings, and such sidings be already full; or if consigned to general delivery tracts, and the prompt placing of cars be prevented by the presence of cars belonging to the same consignee held under loatt for more than forty-eight (48) hours, it shall be consllered that they have Leen placed for deliver)' at the time of arrival at the yard or siding where-held. Forty-eight (48) hours will be allowed for loadiDg empty care after being placed in posi tion, arter which time the Car Service rate -of one dollar $L0Q) per day, or fraction thereof, for detention and use of tracks will apply, Sundays and legal holidays are excepted In the computation of time of detention ol care and use of tracks.
