The inspectors of elections are to be ap pointed by the District Judges, ami they are to take charge of the ballot boxes and check off the lists, and so on, and so on. ExSpeaker Carlisle emphatically characterizes the bill s embodying the Republican theory ot centralization of taking the con trol of elections out of the bauds of the States ami reposing it in the Federal Government. He expresses doubt, in his usual guarded way, as to the constitutionality of the pro visions of the bill, but has no hesi tation in saying that no such arbi trary measure was over contem plated by the frame rs of the Consti tution when thevenacted theclauses upon which it purports to be based. Ex -Chairman Mills, of the Commit tee of Ways and Means, denounces the bill as bad in tendency and of doubtful constitutionality. Mr. McMillen, of Tenuessee, Mr. Mills' able lieutenant in the last Con- m gress, is even more emphatic in his condemnation. He says: "It takes from the community the machinery and control of elections, and places it in the hands of a distant Federal Court, if 500 men ask it. Although 20,500 are opposed to it, the regis trars ami other officers are author ized not only to change ihe voting places, but to count the votes and certify them to the Clerk and Judge of a Federal Court; who, in turn, certify the result to the Clerk of the House of Representatives. It will He seen that the CJovernor is left out in this matter. I imagine that the people of the Northern States' will not like to see their Governors de prived of the right to certify the re sults of elections to the Clerk of the House any more than the people of the Souiherne States. The bill places the control of elections to the legislative branch t)f the Govern ment in the judicial branch thereof, whereas the Constitution provides that the legislative, executive and judicial branches shall remain sep arate. It looks as thougk we wet reaching the beginning of the end of local self-government when, in addition to allowing Federal Conrts to interpret our laws, we permit our Judge. to say who shall make ahose laws.
