The Czar of Russia has issued an imperial ukase prohibiting Jews from renting or cultivating land, from mortgaging it, or from having any dealings whatever in real estate. The Jews of "Russia number C,000,, 000, and are the most industrious! frugal and well-to-do portion of the rural iopuIation. In one way and another their wealth is mostly in vested in laud. The Czar's ukase, therefore, means great distress to them. Emperor William has been spend ing a good ileal of his time in his study, .engaged, it is understood, upon the preparation of the speech which he has decided to deliver in person at the opening of the new Reichstag. The s-peech is to be the finest .ever delivered from the Ger man throne, and. .according to cur rent report, is to contain, among other things, yet another essay upon capit.il and labor. The Kaiser is also credited with the authorship of a seusatiotoal pamphlet just publish ed anonymously in Berlin in which imperial socialism is fully explained and justified. The pamphleteer gravely asserts that the Emperor is at the head of a secret society which numbers among 'its members Geti. pnvi and tne minister for war, ' the reconciliation of the Demo cratic parties alienated by Prince tBismarck." The Emperor sees that the monarchical principle is grad ually sinking, but the fact simply stimulates him to daring deeds. The Washington Jost says that Senator Vance and a number of other Southern men have collec tively written and will soon publish a book entitled, 'Why the South; Solid or, Reconstruction and its Results." It undertakes to narrate, fairly and dispassionately, in con cise and popular form, the history of the reconstructed governments in each State, showing how the Ifce- publicans obtained control and how they lost it, the figures and facts as to shrinkage of values and increase of debt and. taxation under these governments, and the prosperity of the South under present auspices. The book speaks of Abraham Lin,- coin tieatii as an appanrng calam ity to the South; argues that An drew Johnson followed strictly Lin coln's plan of .reconstruction; and contends that if Lincoln had lived he would have been able to defend that plan against the assaults of Congress. -Each chapter' is signed by its author, who thus becomes directly responsible for the truth of his statements; and the claim o( the book In i t as preface (written by Gen eral Herbert, its editor), is tlat in all the chapters the facts are under- tated rather than overstated.
