At the meeting of the "Board of
Magistrates for Brunswick county,?
held yesterday, it was decided to in
crease tlie number of County Com
missioners to five, it havinir been
three heretofore, and the following
were elected: M. C. Guthrie, S. L.1
Chinnis, A. V. Goodman, S. J. Stan
ley, and E. Little.
A proposition to build a new coun
ty jail at Soutlrport and to remove
the County Poor House to a point
nearer the town, at a j cost for the
whole not to exceed $15,000, was con
sidered and adopted. H
City Taxes. S
A special meeting of the Board of
Aldermen was held yesterday to
consider the tax ordinance for 1890.
As adopted, it is the : same as last
year, with the following exceptions:
Buyers and shipper of naval stores
and cotton, are taxed $1.00 per
month and l-10th of one per cent, on
all purchases. j
Retail liquor dealers (including
barkeepers) $20 per month, instead
of $11, as! heretofore. I
Commission merchants are taxed
the same as "buyers and shinners of
naval stores and cotton."
Wholesale merchants and retail
dealers, $1 per month and one
fourth of lone per cent, on sales.
Drays, (trucks, wagons, 55 cents per
month for each horse. I
Express companies, on business
done wholly within the State, one
half of one per cent.
Lawyers and attorneys, 1 1-10 per
cent, on income.
Real estate agents, 1 1-10 per cent,
on commissions received.
Sailof boarding houses $1.10 per
month; instead of $2.20 per month.
Telegraph companies, on business
wholly within the State, one-fourth
of one per cent, on receipts for mes
sages. Ticket scalpers, $5.00 per month;
instead of $25. -
The Board also reenacted the dosr
ordinance; the same as last year.
The ordinance was submitted to
the Board of Audit and Finance and
concurred in by that body, with a
few slight amendments.
Carolina Insurance Co.
The annual meeting of jthe stock
holders of the Carolina Insurance
Co. was held to day at the Bank of
New Hanover.
The meeting was organized by
calling Mr. Jno. D. Bellamy, Jr., to
the chair and requesting Mr. Geo.
R. French to act as Secretary. Mr.
French and Mr. M. S. Wiljard were
appointed a committee to verify
proxies arid they reported 1,617
shares of stock represented. This
being a majority the chairman de
clared the meeting duly organized
and ready for business.
The statement of the condition of
the company on June lst was read
showing. cash assets of $35,902.03 and
a net surplus of $2,427.81. This re
sult has been reached at the end of
eight months1 business and is a very
gratifying exhibit. - "
An election for a Board of Direc
tors resulted in the selection of
Messrs. G. W. Williams, Donald
MacRae, D. G. Worth, D. L. Gore,
S. Solomon, Luhr Vollers and Clay
ton Giles. The Board subsequently
met and elected G. W. Williams,
President Do L. Gore, Vice Presi
dent and JdVS. Willard, Secretary
and Treasurer. These are all re"
elections. . i

tive business and is growing in the

Greatly Dissatisfied.
i There is considerable criticism to
day of the "revenue bill" adopted
by the Board of Aldermen yester
day. On the wharf the reduction
of the tax on sailors1 boarding houses
from $2.20 to $1.10 is freely comment
ed on and up street the liquor deal
ers are greatly agitated over the in
crease on the license from $11 a
month to $20. The following article
submitted to us for publication,
amply illustrates the feeling on this
latter point:
"There seems to be a great feeling
ef indignation and dissatisfaction
among the liquor dealers of this
city, at the action of the Board of
Aldermen yesterday, raising the
city license $108 a year higher. They
claim to be imposed on too much.
They say that the remunerative
days in -liquor are over and that
they are barely making a living sell
ing the same in connection with
other goods. The majority of liquor
dealers here have always been loyal
to the Democratic party but recent
steps by county and city in raising
the license on them yearly until they
have it now beyond their reach,
threaten to turn this friendly
feeling into disgust."
Board of Aldermen.
The Board of Aldermen met in
regular session yesterday. .
A communication was read, stat
ing the non concurrence of the
Board of Audit and Finance in the
appropriation of $2,060 for a plan
ana estimates ror a- system -ot sew
erage. It was commented upon by
the Mayor and Alderman Pearsall,
and on the latter's motion the com
munication was refeired to the San
itary Committee with instructions to
ask for a conference with the Board
of A udit and Finance in regard to
the matter.
Petition of Wilmington Cotton
Mills relative to drainage was refer-
ed to the Street and Wharves 'Coin
mittee. . L
Petition of Banaker Hose Reel
Co., referred to Chief of Fife Depart
ment and returned without recom
mendatiom was ordered filed.
Petition of Fifth Ward Hook and
Ladder Cov for better accommoda
tions for truck, was on motion re

French, trustees, stating , that they

W.. O. & E. C. R. R. Co. on the 7th
instant, was read.
Mavor Fowler stated the matter
had been placed in the hands of at

Alderman Smith asked when" the
attorneys would give their Opinion
in the matter. He submitted a mo

for, and if not, that the bonds bo de
livered to the railroad company.
Alderman Post argued that Jthe

those reasons are. He did not want
to say anything to jeapardize the
city interest; bad not yet read the

tees; but as a matter of right he
thought the city ought to have
pretty good reasons for withholding
