The-Atchison (Kansas) Champion
a radicallv Republican paper, has
created a sensation in that Statue by
taking a bold stand against the re-
,, . , . ..
election of Hon". John J. Ingalls to
the United States Senate. It bases
its opposition an the ground' that
'Ingalls lifts never during his eigh
teen jears service in the Senate done
a solitary thing in the vay of legis
lation, never secured the passage of
a single measure, never as much ag
given assistance in good faith to. ob
tain the enactment of any bill for
the benefit of Kansas, but, on the
contrary, has simply used his posi
tion to advance his personal inter
ests in politics.' This is certainly
very plain talk for a party organ.

After eighteen years Austria has
at last completed its great topo
graphical map of theAustro-Huugar-ian
empire. The map is in 752 sheets,
and furnishes a great deal of topo
graphic details that has never been
available before for map making. It
has been very interesting to observe
the rapid growth of our knowledge
of the Southern part of Europe since
the Russo "Turkish wur. One of the
large map houses of Germany, com
menting upon its notable new map
of the Balkan Peninsula, said a
while ago that, for the first time in
the century of its existence, suffi
cient geographical tlata is now av
Vessible to make it desirable to pub
lish maps of the Balkan Sfates on
as large a scale as those of the rest
of Europe.
Louisiana has a floating debt of
nearly $3,000,000, made up of bonds,
interest coupons unpaid, State war
rants and certificates of indebted
ness. So low is the credit of the
State that these evidences of in
debtedness have been selling at an
average of about fifty cents on the
dollar. It is now proposed by the
New Orleans Stock Exchange that
I the State fund this indebtedness at
half its face value in long-time
bonds. It appears that most of this
debt is held in the State, and a large
portion of the certificates, bonds,
etc., netted the State but little, if
itiiv, more than the value at which
it is proposed to fund them. It i
hoped .to place these new bond?,
it 1 1
which win oe i per cent, at par or
over, and in that way to restore the
finances of the State to a reasonably
healthy condition. New Orleans ex
peets to benefit by this transaction,
as its credit is intimately connected
with that ot the State. The city
11 -
nusiness, However, is done upon a
purely cash basis, and it, therefore,
has no floating debt.

He' Globe Democrat may rest easy.
The situation, says the Charleston

most careful attention that the party
chieftains can give it. They know
that they cannot hold their majority
the Northern State
and arn pre
paring, therefore, to make up for
their impending losses by counting

from the Southern States. This is
the sole motive for the Congression

stocks and will be floated before
Congress adjourns.
