Louisiana has a floating debt of nearly $3,000,000, made up of bonds, interest coupons unpaid, State war rants and certificates of indebted ness. So low is the credit of the State that these evidences of in debtedness have been selling at an average of about fifty cents on the dollar. It is now proposed by the New Orleans Stock Exchange that I the State fund this indebtedness at half its face value in long-time bonds. It appears that most of this debt is held in the State, and a large portion of the certificates, bonds, etc., netted the State but little, if itiiv, more than the value at which it is proposed to fund them.
