A colored individual by the name of Charles Stanly was arrested and caged, yesterday afternoon, for disorderly conduct. We noticed yesterday two or three petitions in circu lation asking of Sheriff Schenck the ap pointment of Mr. R. L. Sellars to the po sition of a Deputy Sheriff, as an accom modation to a large number of our citi zens. The petitions are extensively, signed and bear the names oi a large proportion of our solid and substantial business men. and others, and we hope will have the desired effect. Mr. S. has heretcfore shown himself a most skillful and efficient officer, prompt in the performance of his duty, and intimately, acquainted with the business of the office, which the public desire him to fill. mtk ' Ox the Rampage. A colored man, by thejname'of Handy Williams, raised considerable of a disturbance yester day at the jestaurant of Wmi Moore, col ored," on South Water street." He entered the restaurant, took several drinks, got into a dispute with another colored man by the name of Tom Dasher, and finally drew a knife, which he flourished about extensively and ended in cutting the clothes of Dasher and others pretty badly, though inflicting no wounds, Subsequent ly a warrant, was issued for the arrest of this obstreperous and rampant representa tive of "Africs' sunny climes," and yester day morning he was - taken before Judge Cantwell,'who required him to pay a fine of f 20 and costs, and to give security iu the sum of $100 for his good behavior. Special Court. The following is the substitute extend ing the jurisdiction and recommended by the committee on the judiciary to the Bill to abolish this tribunal, viz: 1 be General Assembly of North Carolina enact as follows, viz: L The Special Court for the city of Wilmington, shall hereafter have exclusive original jurisdiction to hear, try and deter mine the misdemeanors hereinafter.recitcd committed within the corporate and char ter limits oi the city of Wilmington, as the same are now or shall be hereafter defined by law, viz: 1st. Petty Larcenies or the stealing of any goods, wares, money or otuer things actually worth,, or. represent ing in value no greater sum than twenty five dollars, or receiving the same knowing it to lie stolen. 2nd, also the violation of any Ordinance or By-Law of said city pass ed to prevent disorderly conduct, when the penalty or torieiture incurred sharr not ex ceed one hundred dollars. And for the purposes of this act and to make such lar ceny or violation cognizable and deter minable in the court, aforesaid the same are hereby declared petty misdemeanors. 11. upon the trial ot any such petty misde meanors in said court, it shall appear in the complaint and in proof as follows viz: First, that the offence was committed or the penalty incurred within the charter or corporate limits ol the city of Wilming ton, and within six months. Second, such complaint need not be in any particu lar form. It must appear to be made without collusion between the complain ant and accused. Third, that it be made by the injured party himself, in writing and on oath. III. The said court shall have no jurisdic tion over civil contracts, nor in cases of larceny, nor of any other misdemeanor, where the penalty shall exceed one hun dred dollars, or the punishment shall be imprisonment in the state pen-ten tiary ; nor shall there be any Jury Irials in said court. IV. In all such case&Jt shall be the duty of the Judge of said court to require from the accused a recogizance with sufficient sure ties for his appearance at the next term of the proper Superior- Court, then and there to sustain the charge, lne com plainant and witnesses, shall also in like manner be recognized to appear and tes tify .and the papeTS,!tosrether with the pro ceedings of said Court; shall, be returned to the Clerk of the proper Superior Uourt, on or bolbre the first day of the next term thereoQ In default ot-eacb secanty.'tne Judge may. commit the accused and the witnesses, .or either of.tbem- to prison, as directed by law. r v , , ; ? Some 50 more cases were added to the State docket by the Grand Jury this term making 80 in all. Perhaps 10 ot these may be continued the balance are disposed of. Most of these too were very trivial larceny cases among negroes. a uere is no important criminal case, nor penitentiary offence. Probably not more than 250 or 300 cases on the civil docket will be disposed of or ended this term. Some 200 debt cases (by plain note admit ting ot formal judgment) will be ended and judgment and execution follow. It was said "Death, and after that Judg ment," iut now it is. Judgment and after that the Homestead. There are some 30 or 40 cases where the Bank of Cape Fear is suing, which will probably be continued with perhaps 200 other cases. Among the attorneys, we notice Mai. Robert Strange, and Maj. C. M. Stedman of the Wilmington Bar, and Giles Leitch and Col. W. F. French of the Lumberton -Bar. and Gen. A. D. Beale and Dudley Dickens, about six miles west of Halifax, was destroyed by fire last Tuesday. Loss about $1,600. The colored Methodist con ference is in session at Salisbury. Rev. J. S.
