Despatches fronr Admiral Poor mention his arrival in flag-ship "Severn;" at 'Port-au-Prince, on February 9th. He had an interview with the Provisional President and Cabinet of Haytl and explained that pending present tie ' gotiations between the United States and San Domingo, this government wonld protect the Dominicans against any hostile power. '- The Haytien authorities hoped that friendly relations between the United States and Hay tl wonld not be Interrupted ; and while aware of their weakness, they knew their rights and would protect them to the best of their abil ity, and that they must be allowed to be judges of their own policy. Poor heard, unofficially, that the authorltes were displeased with what they considered the menacing attitude of the United States. Rumors, which proved unfounded, of a col lision between a United States and Haytien war-vessels, have been in circulation. The U. S. "Dictator" is also at Port-au-Prince.
