This note 6tates the ground of the mis understanding between the two govern ments to be the claims fur indirect losses under three heads: low in the transfer ot American, shipping to Jhe British flag ; loss from enhanced insurance; lossrom the prolongation of the war; : The official note then, proceeds to give the Eogllsji understanding ot how the treaty was to be interpreted ; viz : with reference" to the claims lor direct losses alone, ahl the note adds that the counter Ase, prepared.ltU the sole view of cego tiating on the basis of tbe direct losses, is confined 'strictly to that class of-claims. This is, nakedly, Mr. Gladstone's position, though; cloaked in the ambiguity of offi cial verbiage. In this 'position the Gov ernment is sustained by press and people with rare unanimity..
