The Congressional Campalfcn Opened. Wo learn, that a discussion took place at Clinton, Sampson county, on Tuesday last Sampson Superior Court being in session between Neill McK:ay, the Republican candi date for Congress in this District, and' Dr. C. T. Murphy, during which the Utter gave his opponent a sound political thrashing. Among other thin whith thBnr. rh.r.Mi.t.),B was the expression attributed' to him that ' there will be no kitchen and parlor after this campaign has ended," which charge, of course McKay dodged or endeavored to explain away. We learn that McKay's , visit to Clinton is likely, to result altogether differently from what he expected, as he was not aware his arguments would he met and refuted as they were by Dr. Murphy. We hope other Con" servatlve champions throughout the State will follow our friend's example. , i . ' ' Fine for Non-Attendance. , (The following Is an extract from tbe general ordinance of the city Jo reference to finding members of the Board of Aldermen for non-at tendance upon the meeting of the same : ! If, for any cause, the Aldermen shall not convene on the day aforesaid, they shall con vene as soon thereafter as may be practicable. and take and subscribe to the oath aroresaid. At their first meeting as aforesaid, they shall fix their regular stated days of meeting for the year, which shall be as often at least as once id every month, and special meetings shall be held on the call of the Mayor or any three Aldermen, and of every such meeting, when called by tbe Mayor or any three Aldermen, the Aldermen shall be notified in writing ; and if any Alderman shall fail to attend a regular stated meeting, or any caiien meeting, oi wmcn be shall have notice as aloresaid, unless pre. vented by such cause as shall be satisfactory to tbe Board, and shall be ' entered on the minutes; hr shall forfeit and pay, for the use o( the City, the sum of ten dollars. Fire. - - ' . The alarm of fire yesterday afternoon, about a quarter to 5 o'clock, was caused by tbe Ig nltion of the roof of an old tenement house on Surry.between Church and Castle streets. The . engines hastened to the scene; but their ser vices were not needed, as the flames had been extinguished, by persons in the neighborhood before their arrival on theground. The build ing, which is the property of Mr. Jas. Darby, was but slightly damaged and the loss Is cov ered by Insurance. " ' Shakespearian Headings. The other five Republican members were dilatory and engaged in'caucussing when they should have been in their places -discharging their du ties. Finally, at a quarter to 9 o'clock, the caucus members came in, when! 'the Board proceeded to business. - T . . ; 7. After the proceedings of the. May meeting were read, Alderman Kerchner called for the reading of tbe minutes of the last meeting. ' - Tbe Mayor stated that as no quorum ot the members was present there could be no meet- Aldermen Grainger, Kerchner and Rumley took tbe ground tbatles3 than a quorum could meet and adjourn from day to day. - It was decided that the minutes should show that the meeting was held and adjourned for want of a quorum. . Alderman Radcliff offered a resolution that a fine of $10 be imposed upon each of the ab sentees at the meeting of the 3rd Inst. Lost tbe following voting in thei negative : Aldermen Barney, Rumley, Sampson, Thurber and Wilson ; being the identical five who were absent at the last meeting. - Alderman Kerchner said the law imposed the fine unqualifiedly and no resolution was really necessary. , Alderman Barney said he was not at the meeting and that he had a right to be absent- he was his own man. If the law Imposed a fine he was willing to pay it, but the law would have to get it before be would pay it. The Committee on Finance, to whom was referred a petition of citizens asking for a reduction ot taxes on real and personal property, levied for the year 1S72, reported adversely to petitioo. ' Report adopted. The petition of John H. 8mith, an old and blind citizen of the place, for aid, was grant ed on recommendation of.City Marshal, aud allowed $6 per month for himself and wife. Petition of S. G. Northrop to be allowed to erect a wooden kitchen on his premises, on Orange, between Third and Fourth streets, was referred to the Committee on Fire De partment, with power to act. - , Petition of sundry citizens, looking to the muzzling of dogs running at large, was re ferred to the Committee on Streets and Wharves. Messrs. Win. A. Jobson and Wm. H. Day, were granted permission to erect a - sasn, blind and door factory, with machinery, on the Planner wharf, just South of Red Cross Street. Petition of sundry citizens for a street lamp at the corner of Miller ' and Anson streets, was referred to Committee on 8treets and Wharves for report. . ; Proposal of L. W. Hodges, under recom mendations of efficiency from the various officers of the Fire department, for the sale of the right for the city to manufacture his patent hose bridges, was referred to the Committee on Fire Department. Mr. Hodges guarantees that the bridge can be constructed at a cost not to exceed t7 each, and is willing to dis pose of the right- to the city for $300. Petition of Wm. Kellogg for a , portion of the city work in repairing carts, wagons, &c, was referred to the Committee on Streets and Wharves. - f The proposals of Topp & Woolvin and R. L. Harris, relative to ma king coffins for the cltv. was referred to the Committee on Hospital and Poor for report. Petition of the Wilmington Rifle 1 Company to be allowed to nae the armory room for their meetings was granted. M Ordered that the Clerk and Treasurer and the City Marshal be requested to appear before the Board at its next meeting and.file their of ficial bond. Ordered that Vick & Mbane be requested not to proceed with their work in extending their wharf until further orders from this Board. The Committee on Streets and Wharves, together with City Surveyor, were authorized to consult with the Commissioners of Naviga tlon relative to wharf property on Walnut and Campbell streets, and report as to the proprle ty of extending the wharves Ordered that Market street be sawdusted at once, from Fourth street to the city limits, on both 6ides of the city railway track. Ordered that two of the three pairs of Bteam engine horses be used constantly, when not heeded at fires, for the purpose of sawdnsting the streets. Ordered that the Mayor be authorized to purchase a suitable wagon ior naming saw dust.
