could not be made intelligible without pub

' Mr. Dunham said he was a friend to in
ternal improvements. He would yield to
no other Senator in his advocacy of all gen
eral improvements and in the development
of the resources of the State. But he would
hot Vote to any corporate body the powers
asked for in this bilL The primary purpose
of this incorporation was to make money for
the incorporator any. advantage to the
State or the people of the State was a sec
ondary consideration. The privileges here
asked for were unjust to tbe State, and such
as should not be granted to any corporation.
He could not give the bill ita support unless
t was more thoroughly guarded. .
J Mr. Merrimon endorsed everything said
by Mr. Dunham. It was a species of the
Credit Mobiher, and he did not want to see
the roads of the 8tate trammelled by any
corporation possessing unlimited powers.
! .Mr.' Murphy said he had no confidence
n the success of this enterprise under ' the
present bill. -He said he could net see the
jneed of this legislation if there was nothing
definite to.be claimed by the friends of the
bill. Let straight-out bill, not Qeyered by
-such an amouni of insinuative power, be
gotten tfp, to run 'through any portion of
;the 8tate, and he would heartily support it
'. Here an animated discussion took place,
'Mr, Murphy having some reference to the
friends of the bill, that gentleman disclaim
ing any reflection upon any Senator,' but
referring to the parties who were pushing
. the bilL : Mr.' Morehead, of Rockingham,
warmly advocated the bill, as Chairman of
: the Committee before it had been consid
ered, 'and' did riot think any undue influ
ences were actuating the motives of the in
corporators,) nor that there was any icollti
sion between them and the Railroad Rings,
which had so. thoroughly ruined the State
as far. as her 'various' lines of public im
provements were concerned. r '
