WASHINGTON. The New Government ' Sworn Office Speculations, fte. Special telegram to the Dispatch. Washington March 18. The new Government was a worn into office to-day at the White House, the ceremony Deing periormea Dv Chief Justice Cartter, of the Supreme Court of this district. The Cabinet meeting which followed was of very brief duration. General Grant got off a joke, and said thl reason why the session was short was because the members weTe all green And had not yet learned the ways of Cabinet ses sions. Collector Casey is still here and will remain until he is confirmed by the Senate. It is feared that the fight which will open ' when the motion to ooufirm his appointment is made will reagitate the Louisiana question, and thus prolong the session. There is no donbt, however, of Casey being con firmed. The appointment of ex-Senator Sawyer to be Assistant Secretary, of the Treasury creates 60fne demoraliza tion in the Department, as the subor dinates were strong in the hope that ihe spirit of the civil service reform would have been recognized by the choice of some one already in that branch of the Government service. , Timon. The provisions relating to elections, reorganization of legislative districts, corruption in office, and the definition and limitation of executive powers, will be warmly discussed. Before the suggested amendments can ; become.part of the fundamental law of the State, they must be approved by the. Legislature now in existence, that ' of 1874, and by the people. Some of the new provisions are framed with special reference to the progress which, in spite of many discourage ments, the Civil Service has made. There is an unmistakable demand by the people for a more carefully guard ed ballot and an honester administra tion of office.. , .To , some ; extent this demand is met in the schedule of changes which the Constitutional Commission have submitted to the Legislature. More About Shooting; on the Streets Complaints still reach us of thVfreannt firing of guns and pistols on the streets at night. This dangerous and annovin e habit seems to be confined principally to the Southern portion of the city, where, in some places, people are afraid to go outside ,or even stand in.their doors after nieht for ear some stray ball may strike them.' A gentleman who resides' in that "part of the city iniormed us yesterday that three trans were discharged within fifty yards of his nouse in tne course of half an hour on Tues day night. The firing usually commences about 11 o'cock and is kept up the greater part of the, night. Some provision should be made for the protection of citizens on "the hills." Thev are ertainly entitled to it, but one policeman in a ward is next to no nrotec- tion at aJL.v ,We hope this matter will be brought to the attention of the Board of Aldermen at their meeting next Monday night, as until something is done to remedy the present state of affairs, we may expect robberies and other outrages at night to not only continue but increase in magnitude ana importance.. Mayor's Court. The following cases were disposed of yesterday morning: Tenia Alderman, charged with scratch ing and otherwise disfiguring the facial iuutiopicv;c ui vu&ruj uenry, was ais- charged on paying the sum of $3 25. Charity Henry, charged with the un charitable offence of "cussing" Tenia Alderman, thereby provoking the scratch ing process on the part of the latter damsel, was required to deposit the sum of $3 for the benefit of the city treasury. Dolly Faison, charged with entering the house of John H. Spriggs and creating a disturbance. Case dismissed, it being proven to the satisfaction of the Court that defendant, Dolly Faison, was suffering from derangement of the mind. Attempted Robbery. Yesterday morning, about 8 o'clock, one of the numerous gang of sneak thieves who nfest the city attempted to rob the resi dence of Mr. R. C. Clowe, Master Car penter of the Wilmington and Weldon Railroad at this point. He was absent at the time and his wife was in the yard, when she discovered a colored man walking rapidly through the passage towards the front door with a valise . and hat in his hands. She ran towards the front gate to intercept him or give the alarm when the thief, who had discovered her design,-! dropped the articles and beat a hasty re treat The valise and hat, the former con taining a number of valuables, were of course recovered, but the thief made his escape. . Arrested for Stealing a Shawl. A colored woman by the name of Viola Burr was arrested yesterday on the charge of stealing a 'shawl belonging to another woman at one of the colored churches on Sunday night last. One of Jhe policemen discovered the woman who lost the shawl searching for Viola Burr yesterday, she having suspicioned her of the theft from certain circumstances connected with the matter, and he undertook the task of find ing her. . In a short time he came across the object of his search and finally Induced her to produce the shawl, which was returned to its owner, when Viola Burr was lodged in the Guard House to await a hearing be fore the Mayor's Court this morning. .. t. Fine shower last night, which will have the effect to lay the dust if nothing more. w The German Barque Leopoidine Fravde, Voight, arrived at Liverpool from this port on the 1st inst. The Schr. Ada Arruss, - from Rockland, Me., for this port, arrived at Vineyard Ha ven on the 15th. Some thief, armed with skeleton keys, made an unsuccessful attempt to enter the residence of Mr. P. Heinsberger on Tues day night. The woods east and south of the city was on fire early last night, but quickly succumbed to the shower which com menced falling about 9 o'clock. The discharge of fire-arms in the neigh borhood of Sixth and Castle streetsor a time on Tuesday night is said to have re sembled a brisk skirmish on the eve of a battle. V - .. . ,i7? -vx Several fine pavements have recently been laid down on Chestnut street, near the corner of Seventh, and. we hope the exam ple will be followed by property owners in other localities." Shooting and halloing, Intersperced with cries of murder, were heard some where in the vicinity of Seventh and Ohes nut streets Tuesday night, between 11 and 13 o'clock, but we have failed to trace any outrage in that quarter. HEAVY ROBBERY. A Car Broken Open and a Large Quan tity of Bag-gage Stolen. On Monday morning last Messrs. Edward Kidder, James Chadbourn, O. G. Parsley, Wm. H. Northrop and Geo. Parsley, of this city, left on the 3:45 Southern train for the purpose of attending a Convention of saw mill owners at Savannah, Ga. Some expert thieves, who had probably been ad vised of their intention of leaving, managed to get on the same train, and somewhere between Union Depot and Hilton, it Is sup posed certainly this side of Meares' Bluff, about five miles from this city the baggage car was broken open and all the baggage belonging to the gentlemen named was stolen. The train usually moves very slowly until it passes over the bridge at Meares Bluff and it Is the general impression that the thieves threw the baggage Into a dump of woods near the track and jumped out with It, when the articles were quickly re moved and hidden in some safe quarters. The matter was kept quiet with the hope that some clue might be obtained leading to the recovery of the baggage and the de tection of the perpetrators of the robbery, but so far no such good fortune has re warded the efforts of those engaged in the search. The baggage was checked, which of course makes the Railroad Company re sponsible for the value of the same should it not be recovered. In a Hurry. .-. As our Agent for the Northern portion of the city was In the act of sliding a paper under the door of. a subscriber on Second, between Hanover and Brunswick streets. between 3 and 4 o'clock yesterday morning, he discovered some one approaching him. The Individual, who turned out to be a col ored man, had not perceived him, as he was in a stooping posture, and had come up to within about twenty steps of where he was standing when he (the agent) raised up and made nintself visible to the fellow, who no sooner discovered him than he ; wheeled about and ran In the direction bf the Char lotte depot, making time which rainy rivalled that of " Dextel1,?
