Hon. James L. Orr, Minister of the TTnitA' States Government to the Court of Russia, died suddenly at St. & Petersburg Tuesday morningof in- of the lungs, at of fifty-one. . He was born at Cray tonvUie, South Carolina, May 12, 1822, graduated at the University of NiMtria, and was admitted to the barm his native State at the ; age of ornntv-one. His talents soon attract- .i miblic attention, ind in-the fol- lowin" year, 1844, be was elected td I the State Legislature, of which I he rentained a member until sent j to the United States Congress in 1848. j On the convening oi xne xmrxy-iuiD Congress Mr. urrwaseiecxeu ccr of theliouseoi epreseutauvitcir . inner and memorable struggle. He resigned that position when h South Carolina seceded, and in Deceinber, I860, was one of. the commissioners gent to Washington on behalf of that State. Colonel of a ' Confederate regiment during the war, he was also a member of the lower house of Con gress, and rendered conspicuous services. At the termination of hos tilities he returned to South Carolina, and shortly afterward attaching him- I self to the Republican party, was made Provisional Governor , of the State. A few months since Colonel Orr was ariDointed United I States Minister to , Russia, and had scarce ly arrived at his distant post of duty before the hand of death fell upon him. He was a man of high personal character, and was respected by . his fellow-citizens in spite of his political vagaries. Only last week the ques tion of the burning of Columbia being before tbe Joint Commission now in session in Baltimore, Gen. Hampton presented a letter from Gov. The check: was duly enveloped and given to a clerk in the house with Instructions to take it to the Post Office and have it registered. . The'clerk departed on his errand and no more was . thought of the circumstance until Saturday' afternoon, when Barton appeared at the store of Messrs; Muslin and Satin and in- formed them that in place of the check the letter sent him contained nothing but a blank slip of , paper, whereupon he pro- duced the papers as proof. As the honesty and integrity of Barton were known to the firm to be unimDeachable.; the next thinjr was to find out how this " Irregularity" had occurred. , The clerk was summoned and questioned about the matter,' who 'stoutly affirmed that thYenrelopejn Barton's hands was the same he had procured the registra tion of at the post office and up to the time it had left his hands was all right The party next proceeded to the post office, accompa nied by the clerk, where an interview was had with Postmaster Brink. Mr. Springer, the clerk in charge of 'that department, stated that the letter given him by the clerk of Messrs. Huslin & Satin had been duly registered and deposited in the mall. ' The Committee on Public Buildings, to whom was referred the subject of repairing the City Hall, reported, recommending that proposals for repairing the City. Hall build ing be advertised for as per specifications furnished by Mr. Post Adopted. The bid of JVBryson for paving Princess street was rejected, and the Mayor yas au thorized to advertise for bids for paving the same at a price not exceeding fifteen I cents per square yard. The pay of the Registrars and Inspectors of Election was fixed at twenty-five dol- cacn" i The bids for constructing three cisterns were rejected. ' It was ordered that the market clerk be authorized to require the owners of, the booths at the market house to remove the same forthwith. i The Mayor was Instructed to advertise for bids for laying brick sidewalks on Mul berry street," both sides, from Front "to Water street on Chesnut, botti sides, from Front to Water street; and on Dock, both sides, from Front to Water; and also such parts of Front street, between Red Cross and Ann, as have not already been paved with brick ; Such sidewalks to be of a uni: form width Of 10 feet; the contract for building the same to be awarded to the lowest bidder, the cost of all the labor -and material and the other expenses to be as sessed against the property on the line of said streets. - A, ; resolution introduced by , Alderman Kerchner to the effect that if the Wilming- ton and Weldon Railroad Company wil1 1 agree to build abutments for a bridge over said road on Fourth street, that the city will release them forerevertrom any further expense in regard to said - bridge ; and that if this proposition is accepted the Mayor be authoiized to contract with W. Hart & Bailey, was engaged in . cutting ; up a boiler yesterday morning, about 10 o'clock, when a piece of steel from one of the rivets flew off and struck him on the left arm just - above the wrist, entering the flesh, severing the artery and producing a terrible wound. He went to a physician, who extracted the fragment of steel and tied up the artery, but it is feared that the injury to his arm may prove quite a serious one. ' For Europe. j Alex.
