To the Hon. Board of Commission ers for Neio Hanover County: GEXTiTEitEN : Permit us as the representatives of ourselves,' and many others, in each Township of New Hanover to invoke ypur immediate and earnest attention to the assess- ment of taxes now being collected by I our worthy Sheriff under your direc-" tion. Probably at no time since the , , tl. tM I war has mere been anything like uaa iucic uceil illlVLUlULT 11KB I snch a generaland deep dissatisfac-. J tion, among our tax-payers in the county, black as well as white, as is nov expressed on all sides. . We make these statements in no captious or partisan spirit, and .utter no com plaints against ypu, but there is error, grievous, oppressive, patent error, somewhere in the assessment, as- ap plicable to an unprecedentedly large number of .cases in each Township, and one that calls for redress in special cases, and without delay., We admit that a large number grumble now as in the past, according to the tradition ary, American eastern, abont nigh taxes. We are not of that class of chronic grumblers.; But we do sav that the tax books now in the hands of Sheriff Black show an extraordina ry disproportion, and unjust discrim ination, in the levying of the county ana estate taxes this year lor our county, and if you will talk with that officer and leading, unprejudiced citi zens of the different .townships; ybir wui Deiurnisnea wuu saiisiacioryey' idence or the truth j of : these state ments. While the murmurs n each township are loud and strong, as the Sheriff, who is about to finish his first round of collections, can assure you, the feeling in some is so strong that public meetings of protest and indig nation, without distinction of party or color, are in contemplation, unless re lief m special cases is afforded, .. Un der such a condition - of . error,- or wrong, or injustice, or unequal bur den of taxation;-as different -persons all it, the people very naturally and teasonahly torn to tqu not alone as the legal guardians of the county and estate, but as the friends of themselves, and the ad vocates of a j ust and, impar iial administration of Iaw,;o -far as you are able " ' ' v , ) ' . ' i m We repeat, that we arraign' flo. par ticular person or persons, in this gen eral discomfiture, amounting to almost ad excitement, now prevailing in New Uansver county, about high . taxes, 1 and e.Deciallv the want of uniformitv I in assessment. It is not the increase of seven cents upon the hundred dol- I law worth of prooertr which the law I imposes of which complaint is made. - . . . -. - , hut hundreds upon hundreds are the cases where the same property whicn was taxed last ' vear. say five brl ten dollars, is now taxed without any change in character or increase in value, from two to three and four and even five-fold in amount, and that in the game township where the assessors levied the tax lasf spring. Gentle men, can you be - surprised that a Jarge number,' in the face of these facts, refuse to pay their taxes, until they shall have made an ineffectual effort to obtainrelief at your hands? We ask you to call a special meeting to consider this important matter and to invite the presence of the Sheriffs and others so deeply interested." You have the power to review, the books to some extent at least, and" while it '"ay be too late for a re-assessment1 tow year, you can, we trust, give re "ef in special, cases. We call upon "ai able financier and energetic Miairman of your Board, Hon. Silas . martin, to heed this call and to , 8ten to the tax-payers, who united last year with all parties and colors in giving "lm such - a tremendous vote for bounty Commissioner. . : i j t Mast Citizens, ply 26th, 1873. .
