IN Comments of the fflornlns Papers or Friday : ; - Ttibune. ; . y Chas. P. Leverich, President of the Bank of New York, said ; that the banks are all going on? as usual, dis counting bills, and lending accommo dation wherever it is needed, without reference to the present flurry. Mon ey is coming in from the country, and gold is lower than it has been before since shejwar, and the coun try generally is thoroughly prosper ous. The flurry is, in fact, a health ful movement, which will result in a resumption of solid bases of values in the future. Stocks are going up slightly to-day, because -people are buying them up for investment. Times.1 . In the Banking interest , we hear of nothing new, and- of no reaU progress toward resuming Greenback : pay ments. There is ho doubt a larsrer amount of greenbacks and National Bank notes in the city than last week, hut the increase is not in the Banks, or if in some of th stronger Banks, i we nuiraare eituervu special ueposu, I so that they need not be reported aauy io ine Clearing nouse, to De scaled for the relief of the less pru- dentiy conducted Banks, orelse pains are taken to keep the increase in Na tional Bank notes. In either case the lesson to the Clearing House would seem to point to the abandonment of the pooling and scaling process, leav ing every Bank free to receive and pay out notes as generally as they now certify checks. It is not reason able to expect that the country will have full confidence in the New York Banks until this is done. - r v Herald. j At the close of the market the quo tation for money was only 3 percent, per annum, although earlier in the day it ranged from 1-16 to 3-16 per diem. While this change may be a I part of some speculative interest, it is not to be forgotten that" a large j amount or capital is accumulating I here, and that bankers and brokers I are in a much better condition than 1 tney nave been for several weeks. I The people who are hoarding are rep- resented by a rapidly decreasing nai- f nority. The temptations of the market largely offset their caution and cowar dice. Premium on greenbacks to-day declined, business being on a basis' of i a $ per cent.,- with , a ; reduction , . at the close tf a per cent.' pTemiunv The demand for foreign exchange was very limited to-day, as importers are not in funds to remit; the result of this was a heavy reduction in rates. The bankees lowered their asking quotations 1 per cent.- from' lvt a iim lor sixtv davr steriin&r ana i from 108 a 107 for sight; but ? actual business was at 105 a. 106 for long and 106 a 107 for short. Then there have been I addedk throbgh: the: efforts of "the ladies, two. magnificent suspended ceiling reuectors, containing fifty-two gas jets, and which will give an abundance of light. These were put in position by the Messrs. This part of the work was executed by Mr.; J. A. Parker and superintended by Mr. E.
