It is worse than a human slaughter house on our borders. Nothing but a decided policy will abate this nuis ance and put a stop to the horrors it engenders. There must be reparation for thepast and security for the fu ture. What this government in form er days would have done under like .circumstances none can doubt, When 4bi3 couutry was comparatively au insignificant power General Jackson dealt with the English and Spaniards in Florida with a successful boldness and energy which might serve as a model for American officials ever af ter. With a reputed great general at the head of the government we look for something of the patriotism and decision of Old Hickory The high-handed atrocities of the Spanish officials are regarded abroad as well as here as likely to demand redress. Capital, with its usual sen sitiveness, indicates that there is ap prehension of serious complications from the Spanish massacres, and that they ought not to be passed over without decisive action. .Arrest of a Petersburg Bank great dent. We alluded a few days since to the fact that the Rivers & Somerby Troupe, from the Virginia Opera House at Richmond, were expected shortly to visit this city. The Richmond papers have spoken. in the highest terms of the performances of the troupe. They drew large houses, which nightly improved as their merits became ! established. This round of success con tinued until Wednesday last, which day, as we learn from a Richmond correspondent of the Petersburg Index and Appeal, was set apart for the payment of salaries. When the company assembled, however, to receive their stipends, Messrs. Rivera & Somerby did not appear. Inquiry at their hotel brought out the fact that they had taken the 10:40 train for Washington the night pre vious. With them vanished the funds, about j $1,700, and the members of the company are now penniless, including: several young ladies from St. Louis, Pittsburg and other places, aa we learn from a gentleman in this city who is posted in the master. The unfortunate actors were to run the show for a short season in order to get funds to leave the city. From the above it will be understood that we shall be denied the pleasure of a visit from the Rivers & Somerby Troupe this season. Destructive Fire In Anson. The store-house of Col. W. C. Smith, near New Foreslville, Anson county, to gether with 22,000 pounds of seed cotton, a quantity of bacon, flour and general mer chandise, was burned on Thursday about 12 or 1 o'clock. The fire started in the cot ton on the second floor, supposed by some to have been caused by sparks from the chimney finding their way through the roof, and by ethers by the ignition of matches by rats. The wind was high at the time and the flames, fed by the combustible material in the store, spread-with great rapidity, only a very small portion of the goods being saved. The loss is heavy, es timated at between $5,000 and $6,000, upon which there was no insurance. About a year ago CoL 8. 'a valuable and costly mills and tannery at the same place, were burned, causing a loss of about $15,000. maTor's Court. The time of this tribunal yesterday was taken up in concluding the investigation of policeman John Statcher, charged with de reliction of duty. The decision in the case has been reserved. A captain, sergeant and four privates were arraigned on the charge ef being found in a bar-room on the night of the Bear rob bery. The evidence was conclusive and the two former were required to pay a fine of $25 and the four privates $10 each. New Trick. Early risers yesterday morning report that thev found a strong rope extended en tirely across Front street, about midway hAtwen Market and Dock. What was tne intention of it is a matter for conjecture, some thinking it was put there out of sport and others that it was the work of some one who expected to perpetrate some ras qality and intended the rope as a means oi retarding the movements of pursuers, Released n Ball. .Tndow Russell vesterday morning render ed his decision in the case of Ollie Becton, harffed with causing the death of the little child Charles Austin, who was brought be- fare him on Thursday afternoon on a writ hnhMJt rmiM. crranted on the application of her counsel, Ge6. Tne Wanderer Tarns Up Aealn- He Exchanges tbe fflTlld Breezes of the (fanny South for the Frleld Temperature of Canada Another New Departure" and the Cause of It, See. Wandering Warren has at last turned up again. We have had some hints as to his movements on two or three occasions be fore, but with some lingering doubts as to his identity. Now, however, we can speak with certainty that the veritable Charles Wesley has once more come to light We learn from good authority that for the last three months ending with about the 10th or 12th hist., he has been acting as assistant in the Elora Methodist Church, in the Do minion of Canada. A few Sundays ago he preached at Guelph, a town about 125 miles west of Toronto. ,A certain Chief Constable Kelley who had been on the look out for a ministerial fraud bv the name of Copeland (which is no doubt a misprint of the name of Eopeland, under which Warren figured in a certain matter here), who was wanted on a charge of forgery at Milwaukee in 1871, was pres ent on this occasion and a very earnest list ener to the Rev. Warren's discourse; and, being possessed of a photograph which the Milwaukee police had sent him of their clerical friend, he thought he discovered a remarkable resemblance. The telegraph Was put in operation, but he was not ad vised to arrest, though in a day or two he informed the Rev. Mr. Howard, at Guelph, of the matter, who in turn mentioned it to Warren, who of course indignantly denied any knowledge of the affair, but did not evince any particular desire to see the offi cer about it. He, however, straightway re turned to Elora, at which place he received a telegram demanding his presence at the deathbed of his mother in Chicago, whith er, having been furnished with purse and scrip, he departed. It is stated as a peculiarity of Charles Wesley in his new. field of labor, that he has disclosed a propensity for borrowing little sums of money for personal expenses, besides being very much interested in the financial condition of the church, and it is feared" there that his sudden departure may have caused him to forget to put the money he received to its proper use. We learn from parties who are posted that it was but a little while after the Mil waukee affair, alluded to above, that be made his appearance at Canton, Miss, .under the name of Horton. A noteworthy feature in tbe case, of the wandering Charles is the remarkable fatality which seems to attend his various relatives. Whenever he gets in a tight place he straight way receives a telegram demanding his im mediate presence at the deathbed of one of them, and he always evinces his interest in the sad intelligence by taking his departure with the least possible delay.
