Una Affairs.
The report of Messrs. Foster (ttep.),
I Potter (Dem.) and Phelps (Rep.), be-
ing the snb-commtttee of the Con-
gressional committee on Louisiana
affairs, has been published, after it
! was impossible for the Radical lead
ers to prevail ou these gentlemen to
longer withhold it. It is a fair aud
honest report, the effect of which the
whitewashing report of the Radical
members of the large committee now
: in New Orleans will be totally inade
quate to impair.
The points of the sub-committee's
report are these in biief:
First That the last election in
; Louisiana was, in the words of the
1 committee, "full, fair, free and peace
i able."
Second That it resulted in the
; election of a Democratic majority of
; twenty-nine in the lower house of the
I Legislature. -A
I Third That the report of the Re
i turning Board was fraudulent,- unjust
! 'and contrary to the Very law under
i which it acted.
This carries us to the assembling of
; the Legislature. . . Here we find these
facts uud'feputed:
First The Returning Board had
prepared a list of one hundred and
six members of whom, under us
manipulations, fifty-three were Re
publicans, as was supposed, and fifty-
tlitee Uemocrats.; 1 has " this Board
; attfciupied to set aside the will of the
i people of the State.
Second One hundred and bix raem-
! hers met on the 4lh of January and
; proceeded to choose a Speaker, the
j ifepubiicans present actually taking
part m the proceedings by nomiual
; , iiiLj a caddidate for bpeaker and vot-
; ing lor linn, by accepting appoint
tneitts as part of a Committee on Cre
: dentials and organizing with this com-
: mitlee aud by their votes in the House
on the Speakership giving a quorum,
which the Democrats then present
; would not alone have had. Wiltz re-
:.: ceived tiTiy-live voles, Hahn (Itepub
i can), two, aud one was blank; and
iifty-six is the constitutional quorum.
When the members were sworn in
fifty-one Democrats and five Repub
licans took the oath, making an in
I disputable and regular quorum of the
: House. .
Third The Legislature was there
after dispersed by United States
i troong. --:,v. -
I . Fourth The' Republicans proceed
i ed to organize, but here is the im
portant and vital point they had
i and have no quorum, and cannot
therefore, act as a Legislature. They
may adiourn from day to day; out
' under the Louisiana constitution, can
I do none of the acts of a Legislature.
t Fifth Hence Louisiana has to-day
no regularly Organized and competent
lower House ot Legislature, s It ! can
not have a quorum, even on the report
of the Returning JJoard. ; ji
- bixtb Hence the, pretended elec
tion of 'Pinchbackis a fraud and void.
SeventhAnd finally, nothing is in
the way of the assembling and consti
tuting of a legar House except .Fed
eral . bayonets. If : Congress i will re
move them the Wiltz-House, the only
regular one, wouloV.at once assem
