' They had a gobd opportunity to force Grant from the track, and were too stupid or too cowardly to do it. If they stick to Grant, relying on his b lyonet programtne,they will go to the wall with aWolute certainty. If they desire to defeat him for the nomina tion, they are daily losing opportuni ties.. With or without Grant there is jo hope for them unless they change their whole policy. The defection of two such Influ ential Republicans as Messrs. Foote and Glenn, members of the House of Representatives from Wilkes and Yadkin, respectively, shows-that the course of their party is no longer tol erable for intelligentjand honorable men. These gentlemen say that they cannot stand the Civil Rights bill, adherence to which seems to be a sort of party shibboleth at this time. .Others -will' follow their example. The ipelceriary Caesar at Washing ton, who tramples .with cool impuni ty upon the rights of majorities in Louisiana, prates fluently of the de struction of the rights of. minorities, in Arkansas.-. Mr. LeGrand offered a substitute 'majority report of House committee S rioted in The Moasisa Stab of anuary 30th, making the legal rate of interest (J per cnt. and allowing 8 per; cent, where the parties may agree; it makes any violation ; of this law a misdemeanor, punishable by a tine janiitbe forfeiture of double theprin cipal and interest. -- A r v . . Mr. Anderson offered an amend ment making the legal rate 6 per (cent., but allowing parties to stipti f 1 axe in written contracts any 'interest that may be agreed upon.' J Mr. Morehead moved that the ques tion be postponed until Tuesday next, and that ihejjudiciary Committee be instructedto examine into the law aind ascertain whether any legislation oil this State could affect or control the National banks. j The question of postponing in order Ip examine into the question of the control of the National banks in re spect to usury, was dixcussed at some length by Messrs. Morehead, Kerr, French, LeGrand, Mabson, Parish Linney, Williams and Latham. Brunswick jail is said to be full three of the inmates are! charged with murder; two with larceny ; and two are insane. Last week another prisoner, charged - with mur der, escaped from the Sheriff while being conveyed to jail. As a stock company it is unquestionably the best we have bad here since the war, and probably the best to be found South of New York city. - ' I Tbe characters were all well sustained and gave the greatest satisfaction, as was frequently evidenced by the rounds of ap plause from an appreciative audience. In response to tbe call printed in the city papers Sunday, the business men of Wil mington and vicinity turned out in force at. tbe City Hall last evening 'to Jake action concerning fhe usury bill pending before the Legislature. I .'':',, The meeting was called to order by Mr. E. A. Keith, oq whose motion Col. W. L. DeRosset, was appointed Chairman, and Mr. M. Cronly Secretary. Col. John McRae offered the following resolutions: v J i Hesolved, That as farihers, manufacturers and mercb&nts, We are thoroughly satisfied that the passage by the General Assembly of North Carolina, of jlhe bill on the sub-J jei-t or usury, now pending neiore inai boly, or tbe enactment of any other law, restricting and fettering the use of money, and taking from the people their inherent right freely to contract with each other in connection with its employment, will be es pecially hurtful to the agricultural, manu facturing and commercial interests of North Carolina, and disastrous alike to the people ni laree and to tbe future revenues of tbe State. ' '.: Resolved; That the Chairman nominate and appoint (at bis convenience) a commit tee of five persons, who will in behalf of this meeting, draft a suitable memorial and carry it to the General Assembly of our State, expressive of theiviewsof this meet ing on the subject matter referred to in the foregoiing resolution, and most respectfully asking that body to forbear further action thereon. j . Mr. B. G. Worth spoke briefly and point edly, and favored prompt action. He 'thought a committee shpuld be appointed, with instructions to proceed immediately to Rai iv h. He was j followed by Col. John MciUe who heartily endorsed his views, and who epoke at some length in opposition to all usury laws. He said he waar not a lender, but a borrow er of money all the lime, and it was . as a borrower that he opposed usury laws. I 4 Mr. Thomas Williams (himself a farmer) said he could not conceive of anything that would prove more disastrous to the farm ing interests than the passage of tbe usury law now before the Legislature of North Carolina; or, in fact, the passage of any usury law. He believed that nearly every farmer with whom be was acquainted would sign a memorial against the adoption of any usury(law by the Legislature. Mr. Williams remarks were received with hearty applause. j Maj. T. H. McKoy moved to amend the resolutions by providing for a committee of five, instead . of three. ' This was ac cepted by the mover' jof the resolutions, when on motion they were unanimously adopted. Ou motion of Capt. D. JL Murchison, the Chair was requested., to appoint a commit tee of three to procure signatures to a me morial to be presented to tbe Legislature. On motion of D; McRae, Esq., the Chair man was instructed to request the Speaker of the House of ! Representatives, by tele graph, to use his influence in delaying ac tion on the usury bill until the proceedings of this meeting could be brought before that body- , ; -j The following is the committee of five ap pointed to proceed immediately to Raleigh: B.
