Washington, Feb. 25. ' MISCELLANEOUS. The Senate last night admitted Colorado as a State of the Union, and at adjournment were at work on New Mexico. Dispatches from New Orleans threaten further complication, caused by jealousies among Republicans. ; - There are technical defects in the Tariff -bill regarding the importation of malda, which will carry the bill back to the House. Civil suits have been inaugurated against persons who received money from Irwin and a warrant has been issued for Irwin on the charge of embezzlement. Ex-Governor Parsons, whose name for the position of United States District Judge for Alabama has been before the Senaf&all the winter, ha8 been withdrawn by the President, and the name of John Bruce sent in for post. Mr. Bruce is said to be a citi zen of Wisconsin and his nomination docs not give satisfaction to Mr. Spencer. - CONGRESSIONAL. SENATE. Edmunds, from Judiciary Committee, reported favorably on bills to remove the political disabilities of Edward Booker, John Withers and Beverly Kernon, of Virginia; Robert W. Johnson, of Ar kansas; James M. Quarles, of Tennessee, and Jas. M. Hawes, of Kentucky. Placed on calendar. HOUSE. The House spent an all-night session in a fruitless attempt on the part of the Republicans to get up the Caucus Force Bill. Although by the new rule dilatory motions are forbidden, a means was discov ered and put in practice by the Democrats to circumvent that rule and make it entirely futile. The plan was for the Democrats to refrain from votingonthe main proposition, and as the Republicans could not keep to- gether a majority of the House from their own ranks, the vote would reveal the ab sence of a quorum. Then the tedious pro cess of a call of the House would be pro ceeded with, and when it was finished and the vote came to be taken again on the main proposition, the Democrats would resort to the same tactics: refrain from voting, re veal the absence of a quorum, and necessi tate a new call, .and in this circle the House has been going round and round from last evening till noon to-day. FRANCE. The Senate Question Disposed Of Organization of Public Affairs and Recognition of the Republic. Paris, Feb. 25.. The amendment to the Senate bill, that seventy-five Senators be chosen from a double list of nominations by MacMahon, was adopted. . Having disposed of the Senate matter, the Assemhly took up the organization of the public powers, which passed its second reading. Amendments moved by the Right and the Bonapartists were all reject ed. The clause implying a recognition of the Republic from January' 30th, had one majority and was finally adopted by 433 to 2G2. ELECTBIC SPARKS. Dispatches from New Orleans report that Kellogg made a speech to his f actionquiet ing them. A Rome dispatch says it is reported that Corti, Italian Minister at Washington, will be transferred to London. "Washington, Feb. 25. congressional. HOUSE. It was not till 4 o'clock to-day that the Caucus Force Bill was fairly launch ed on the turbid and stormy -waters of the Iiouse. The entire time between 8 o'clock last evening and 4 o'clock this evening had been consumed by the parliamentary ma noeuvres of the Democrats, notwithstanding the new rule against dilatory motions, and it was only when the Republicans got an absolute majority of the House in their own ranks that they were masters of the situation. It was then too late to go on with the dis cussion in the demoralized physical con dition of members after a continuous ses sion of 29 hours and the Republican mera bersidecided on an adjournment. What new tactics the Democrats may have in reserve for to-morrow remains to be seen, but at least they have it in their power to consume a large part of the day in hav ing the Journal of the last day's session read. SENATE. The Judiciary Committee re ported bills removing the political disabili ties of Edward Booker, John Withers and Beverly Kennon, of Virginia; R. W., John son, of Arkansas; Jos. y. Juwellas, of Ten nessee, and Jos. M. Hays, of Kentucky. Chandler moved an evening session for the consideration of the Steamboat bill. Objected to. - - I Edmunds said if the Senate saw fit to postpone the regular order, it would relieve him from all responsibility for the Civil Rights bill. Bill restoring certain soldiers of 1812 to the pension roll was lost by 29 to 34. Morton's bill for counting the Presiden tial vote and contingent questious, was taken tip. Several amendments were offer ed and adopted. . ' miscellaneous. George WorthingtoD of Wisconsin, is nominated as Consul to Ghent. Bristow had a conference with the Sen ate Finance Committee. It is stated that the conclusion was reached that the tariff and tax bill should be reported substantial ly as it came from the House.
