' - Dear Sib : My attention has been called, as Superintendent of Health of tie; City of Wilmington, by you to certain publications in our daily papers relative to the sanitary condition of the city. 1 1 As the season is ap proaching when malarial diseases aire most prevalent with us, it is certainly wise and proper for all of jour citizens' to si ise every preventive measure, and to-remove! as far asjuey can, the causes wntcb may gene- rate such diseases, and j it j is certainly the ibounden. duty of those who are in authority, those whose official positions have devolved Upon them certain duties - and , powers for the preservation of the public health to faithfully discbarge those duties; ind with Unwearied diligence f lb exercise! ' all the powers intrusted to them for that purpose, and neither citizens or officials, can be. too active or. too., vigilant. ,for all are to be affected, and all are interested! ' But while all this is so; if is hot wise by "news paper publications to breate unnecessary alarm amongst our owaiekizens, or. to. in duce the fear abroad that infectious or con tagious sickness is! to be 'apprehended here, during the season, thus causing uneasiness at home and, deterring any who may desire to visit our city on pleasure or business. I l lake pleasure; in stating that the! present sanitary condition of the; city will Compare most lavorably with that ox previous years. As jf ar as the1 law and regulations to prevent diseases f rom this 'source are concerned, jam pie provisions have been made. - -1 . - ;1 It is atrictly required of; all pilots to as certain and report to the Quarantine Phy sician, at Smith ville, whenever there! is any sickness aboard i of any. vessel they may pi lot into the river, j It is! the duty of i that physician to make a rigid examination of all vessels, and of lhe captain and; crew, and if there is sickness of; an infectious or contagious nature, the vessel must be quar antined. If the vessel reaches Wilmington the, Harbor Master ascertains , if there is sickness aboard. If there is. he reports im mediately to the Superintendent of Health. That officer is required to . visit all such vessels, and, if he finds sick ness aboard of i an t infectious or conta gious nature, it is made his duty to order such vessel-of7 vessels back i to quarantine, and he is empowered and- , authorized to make such orders and enforce the same. If these regulations are'euf orbed and strictly carried out by those whose duty it is made to see to their execution, jwe have little cause to fear the introduction of infectious of contagious diseases from abroad, i , . . . 1,1 shall endeavor faithfully to perform the duties which my official position has de volved noon, me., ' , . t j I am happy to stale that! there is not a case of small pox in the city or its surround ings. , i r j'.;.. ip , -, .From the period which has elapsed since the warL Wilmington lean compare favor ably in i point of health with any other Southern city.
