Raleigh Observer's report condensed. SENATE. Friday, March 9. By Mr. Short: A bill to amend the charter of the New River Canal Com pany. Committee on Corporations. Bill to incorporate the Wilming ton Warehouse and Compress Com pany was taken up and passed its several readings. Bill to secure owners of real estate in this Stale a homestead in fee sim ple, was taken up and passed its several readings. Bill for the organization of the mi litia was taken up, the amendments of the committee adopted, and the bill passed its several readings. The bill to regulate tbe manner of making election returns was taken up and passed its several readings. Bill supplemental to an act to di vide the State into nine judicial dis tricts taking Beaufort from the first and putting it in the second district, wastaken np and passed its several readings. Bill to establish Crimiual Courts for the counties of Warren, Franklin, Northampton and Halifax, was taken up and passed its several readings un der a-eall for the yeas and nays. Bill to establish a Criminal Court for the counties of Beaufort, Bertie, Edgecombe, Craven and Martin coun ties was taken up. . Mr. Latham moved to strike out Beaufort and Martin and insert Pitt. Adopted. Bill to establish an Inferior Court in the city of Wilmington, with tbe same jurisdiction as a Justice of the Peace was taken up. On the demand of Mr. Stewart the yeas and nays were ordered cu the third reading, and the bill passed yeas 18, nays 13. Bill to amend tbe landlord and tenant act was taken up on its third reading and passed, after having been slightly amended. Bill to incorporate the Wilmington and New River Steam Navigation Company was taken up and passed its several readings. Bill supplemental to an act to es tablish a Department of Agriculture was taken up. Strikes out the words, "And he shall pay a tax of 50 cents per ton on every ton sold." Mr. Troy urged the passage of the bill, and his motion that it pass pre vailed. Bill to amend the Constitution of the State in such a manner as to change the time for the beginning of the terra of office of the Governor was taken up. Causes the said term of office to begin on the first .Monday in February; the proposed change of course to be voted upon by the peo ple at the polls. Mr. Graham moved to amend by saying second Monday in January. The amendment was adopted, and the bill passed its second reading; yeas 31, nays 0. Mr. Stewart offered an amendment striking ont the second Monday in fbruary; and inserting the first Wednesday after the assembling of the General Assembly. Adopted. Gilbert now has charge of the Seamen's Home. To-day is known in the religious calendar as the Fourth Sunday in Lent. Very few police arrests lately, and but few cases before the Magistrates' Courts. Good Friday, we learn, will be observed as a holiday by some of our busi ness houses. The total value of exports from this port for the month of February foots up $550,000. The fair grounds fence was nearly all blown down by tbe storm of Friday morning. We learn that Mr, R. B. King was quite severely burned ei the neck at the fire yesterday morning. More cisterns are needed in the Southern section of the city. Engines ate of no use without water. The agent for Howe's circus waa in the city yesterday, making arrange ments for a visit of that show, Stationary barometer, easterly winds, warm and clear weather, are the in dications for this section to-day. Tbe German barque Apotheker, which cleared for Havre, France, yester day, takes out 1,500 bales cotton. There was only one interment in Oakdale Cemetery last week, a child six years old, who died of diphtheria. The Register of Deeds issued five marriage license during the past week, all of which were for colored couples. The meeting of the Fifth Ward Democrats, for the purpose of nominating Aldermen, will be held Tuesday evening, the 13th inst. Mr. H. L. Home is the appoin tee for Magistrate in Federal Point Town ship, and not Jacob H. Home, as errone ously printed. The interments in Pine Forest (colored) Cemetery during the past week numbered three, of which two were adults and one a child. Mr. T. M. Smith is one of tbe magistrates appointed for Wilmington township. The name appeared as " Smith" in our report. There was only one case for drunkenness for trial before the City Court yesterday morning, and. the defendant in that failed to make bis appearance. The storm of Friday morning played havoc with boats, fences, grape vines, etc., on tbe various sounds. Many trees were also uprooted below the city. Rev. James E. Mann, Pastor of the Front Street Methodist Church, and Rev. J. M. Rhodes, Pastor of the Fifth Street Church, will exchange pulpits this morning.. Mrs. George Schutte, who was burned out yesterday morning, was insured for $800 in tbe Liverpool and London and Globe, represented by Messrs. Jno. W. Gordon & Bros. The anniversary ball of Mt, Olivet Council No. 9, F. of T., which came off at Temperance Hall Friday night, was a grand success, being largely attended and excellently enjoyed. Another cold snap set in upon us Friday night, and yesterday considera ble ice was noticed in exposed places. Many peach and plum trees are doubtless injured, as well as early peas, &c. Mr. R. M. Johnson, canvassing agent of tbe Iranscript and Messenger and Carolina Messenger, of Goldsboro', and Mr. E. J. Hines, agent of the W. & W. Rail road at Dudley, dropped in to see us yes terday. The old wooden dummy clock, which was suspended in front of Messrs. T. W. Brown & Sons' jewelry store, on Market street, was carried away by the storm Friday morning, aad afterwards found in Market dock. Morning Star. A Sir Dodee. On Friday night, about 8o'clock, an un known colored Individual c tiled at a small grocery on the corner of Walnut and Mac Rae streets, kept by Mrs. Quinn, whose husband has employment put of the city, and stated his desire, to purchase certain articles. He called for fifteen pounds of meat, ten pounds of flour, a pound of coffee, two pounds of sugar, &c., altogether amounting to $2 75. He bid a sack, into which he put each article as it was weighed out, and 'when he bad got a little of every thing in the shop he asked Mrs. Quinn to see what it all came to, declaring at the same time that he was in a great hurry, as he had purchased the goods for another party and wished to send them off on the train. While Mrs. Q. was in the midst of her calculation the sly rogue said he could not possibly wait for her to sum up the amount he was due her; that if he did so be would be too late for the, traia and, upon being told that he must pay for the articles before he carried them away, he gave one of Iter little boys a pocket book, saying he would leave that as collateral -until his return, whicHwbaM be as soon as he could get the things on the train, and that it contained more than sufficient to pay for the goods. He then called to another little boy in the room to accompany him, when be hurriedly departed. The little fellow went with him the distance of a block or two, when tbe man said to him "Stay here, sonny, until comeback !" and that was, of course, the last seen of the scoundrel. An examination of the greasy, worthless pocket-book left as security for his honest in tentions showed it to be stuffed with brown paper, and containing not a cent of ! money. This should be a warning to otber shop .keepers where the confidence game may be tried. The Storm 1st Columbus. A correspondent writing us from Rogue Post office, Columbus county, says the storm of T bored ay night in that vicinity was the most violent for years, fences and outhouses, cooper shops and spirits turpen tine sheds being nearly all leveled with the ground. ' A newly married couple, who had just settled in their new house, were awakened by the falling timbers of their dwelling, which was entirely demolished , tbe unfor tunate couple barely escaping with their dives. It being impossible to use a light, the rain pouring down in torrents and the wind blowing almost a perfect hurricane, they had great difficulty in finding their way to a neighbors' house ', Our correspondent adds that the roads are nearly impassable ; but no fives were lost as far as heard from. Recovery off Stolen Articles. - A memorandum book, together with a package of papers, containing notes, ac counts, receipts, memoranda, &c, evi dently the property of Col. C. L. Graffiin, were picked up in a ditch on the side of tbe railroad, near the corner of Seventh Street, yesterday morning, by a colored man, who turned.them over to the authori ties. They were among, the articles stolen from Col. G.'s residence on tbe occasion of its being broken open some months since, an account of which was published in tbe Star at the time. The book and papers, which are very wet. having no doubt been exposed to the late storm, are in the pos session of Captain Fitzgerald, at the City Hall. ' m m m. Sunday School Concert. We alluded a few days ago to tbe Con cert in prospectus to be given by tbe Sun day School of tbe Front Street M. E. Church, and we are now able to state that it will come off at the Church next Tuea d0 evening. The school has been in rehearsal- for some weeks under the skillful management of their organist and Mr. H. M. Bowden, and we are assured that in va riety, style of music and the manner of its execution, this will be one of tbe best con certs they have ever given, and they have always received the applause of an appre ciative audience.
