The decline of silver iu London is having disastrous effects in Mexico. Supreme Court decides that a stockholder has a right to"have his stolen share replaced and a certificate issued to him therefor, and thai he has a right to all dividends accruing thereon. The new officiate in New Orleans have been inducted into office. George W. Williams & Co , of Charleston, shipped $25,000 by ex press to Athens, Ga.; money lost, aud W. S. The New York dry goods market is very quiet and operations light. Hamilton and Knickerbocker fancy prints have fallen to 5 cents. Mr. Doree, off Missouri, weighs 376 pounds. ExcJiange North Carolina beats that so far that there is no contest. There is a citi zen ot Wayne county who weighs over COO pounds. 7 f Four men are under arrest for steal ing, the body of Stewart. The old merchant creates more noise in the world after death than he ever did while living. Though dead he yet makes a racket. Some of the New York papers devoted more space to writing up the robbery than they gave to the election in thirty-one States. The cardof Hon. A. M. Waddell, printed in this issue of the Stab, is sensible and manly. That Judge Russell has been fairly elected is as plain as daylight; and to contest his right to a seat in Congress, under the circumstances, would be- worse than folly. The Democrats of the Third District - have only themselves to blame for the defeat of Col. Waddell. The talk of fraud and corruption is the simplest nonsense. The Washington Star classifies the members of the 46th Congress as fol lows: Democrats 142, Radicals 134, Greenbackers 12, Independents 5. This classification will not avail. The Democrats will have a clear working majority. Of the present members, 84 Democrats and 69 Radicals have been re-elected total 153. The change after all is not so great as was anticipated. Of the new members more than a dozen havo served in the Congress before. ' The action of the Clearing House meeting in New York last week is meeting with decided opposition in the West. The Chicago Tribune de nounces it very vigorously. The bankers and papers are dissatisfied with the action in regard to the silver dollar, and now many of the New York bankers are regretting that they were so hasty. Congress will not sympathize with the New York action, and we may expect tresh dis cussions on the silver question. It is thought there will not be more than a half dozen contested seats in Congress. Two of these will be. from this State. Major Yeates will con test Martin's seat in the First, and O'Hara will contest Capt. Kitchin's seat in tbo Second District. It is sakHbat Hull, Democrat, will receive the certificate in one of the Florida Districts, but Bisbee, reported elected, and a Radical, will contest the seat. Klotz, Democrat, from Pennsylvania, has the.certificate of three out of five judges of election. ; His seat will be contested bv a hungry Radical named Albright, j If a right, we hope the Democrat will keep his seat. lMTTr I. Jrt Pj .i t i . , ....... ! t. VOL. XXIII. NO; 49. Senator Voorhees ,haa anncfanced that as soon as Congress assembles he will introduce a bill to make the trade dollar a legal tender. He says: "That will add at once something over $20,000,000 to the circulation. It is a swin dle as it now is a low, mean swindle. Here they have been paying these things out at a dollar till they got them in the peo ple's hands; then they shut down suddenly and cut the holders ten per cent." i This appears to be a proper thing for Congress to do. There is no good reason why the bill should not pass, but that will hardly be the case,as the President would probably veto it. It is understood that a strong fight will be made to pass a law for the free and unrestrained coinage of silver.. The gifted Senator, wheu asked if his bill would provide that a greenback dollar should be retired when a new silver-dollar was issued, said emphati cally: "By no means. Rather that a new one shall be issued. There never was a truer thing than Governor William Allen said about specie payment. It is a barren ideality, indeed. We never had it, and won't have it alter January, mere will oe a juggle between the banks and the govern ment, and the most of those who want gold won't get it, or if they do, and insist upon it, specie payments will stop again very suddenly." Senator McDonald says there is not the slightest doubt ot Senator Voor hees being his own successor. j FKO.1I WASHINGTON. The If epubllean National Campalju- froapecia of the Three LoadluE; Presidential Candidates. Special dispatch to Baltimore Sun. J Washington, Nov. 15. Already movements have been put in progress to secure the Southern delegations to the next National Republican Con- jntion' and within the last week there have been important confer ences on this subject of a number of leading Republicans, friends of the three men between whom the contest will really lie, General Grant,Senator Conkiing and Mr. Blaine. All of these three are "Stalwarts," and while they and their supporters have a great horror of the "solid South," as applied to Democratic repre sentation in Congress, either one of them will consider the "solid South" an entirely proper thing if it means a solid vote for him in a Na tional Convention. Owing to the peculiar condition of affairs as affects the Republican party in the South, the delegations for the National Convention can be easily "worked np" by a few shrewd men in each State with the addition of a certain amount of that very useful and effec tive appliance, cash. ' In the last Convention of the Republican "party Mr. Blaine -had some very warm friends among the Southern delega tions, as had also Mr. Conkiing. Many of these friends of Mr. Blaine have grown very lukewarm toward him. They say that after th'e fight was over he forgot them j that when they came to Washington he would slap them. on the back in bis familiar way, and ask them if it was well with them, and all that kind of thing, that he would sign their applications for office, but that he would never per sonally make application at the White House for them. To the con trary of this it is said that after the adjournment of the Cincinnati Con vention, and before the end of Presi dent's Grant term, Mr. Conkiing went in person to the ; White House and procured places for a number of the Southern Republicans who had advocated his nomination at Cincin nati. The feeling among the South ern Republicans is therefore under stood to be more in favor of Mr. Conkiing than of any one else. . j Spirits Turpentine. Mooresville, Iredell county, is- improving. Raleigh News: Governor Vance received a letter yesterday from Hon. J. J. Yeates, Democratic candidate from the First District for Congress, stating that Martin's majority had been reduced to 69 votes, and that he would be able to show fraud practiced oh the part of Martin and his friends, sufficient to overcome Martin's alleged majority. A small colored boy named John Lewis' about tea years' of age," was arrested and lodged in the guard houss, yesterday, on the charge of larceny. It appears that his mother is in the employ of a family in this city, and a few days ago he seized the op portunity of visiting the room of the lady of the house and stealing a five dollar gold piece from her bureau drawer. A short time afterwards be went to a grocery store and called for a stick of candy,; presenting the piece of gold in payment. Upon being informed of its value he declared that he thought it was a cent. The coin was re turned to him and he left the store, being followed by two colored men who weTe present and heard the conversation be tween him and the storekeeper, one of whom asked him for the piece of money, saying he would get it changed for him. He took the money, the boy says, ana lias doi Bince pui in uis ap pearance. He would not. have been troubled for stealing the money, but yester day morning he again manifested his pro clivity for appropriating things that did not belong to him by going to the office of the gentleman, in whoso employ he had been, and stealing therefrom a number of oranges. A warrant was then issued and he was arrested, as before staled. Robbery at . Ulasonboro. W. H. Moore, colored, formerly Senator from this county, but who is now running a farm at Masonboro Sound, was robbed on Sunday night last, by two young colored men who had been in his employ. Edward Hussey, aged about 18 years, who said he formerly lived at Burgaw, roomed with his employer, and was treated in all respects as one of the family. He carried off two shirts, one pair of pants, a revolver, a knife, a lot of handkerchiefs and a number of articles of small value, all belonging to Moore. Thomas Jones alias Jim 1 nomas, who said be formerly belonged to a brother of the late Andrew Jackson Jooes, in Bladen county, occupied a separate house, and he took with bim an axe, a lot of wedges, a bag of pens, a blanket and quilt, a lot of sweet polatoif, &c. He was aps parently pretty well posted in reference to matters and things connected with the penitentiary; in fact, he seemed to be so familiar with the institution that Moore was about to set rid of him, when he "took time by the forelock" and left on his own accord, carrying off, besides the plunder mentioned, a rather dark-complected co lored damsel, of 'about nineteen summers, who resided in the neighborhood. They were missed about 10 o'clock Sunday night, and yesterday morning Moore tracked them to this place, whence, it is supposed, they pushed on up the road Howe's Great London Show's Dona tion to tne Yellow Fever Sufferers. As the Great London Show is to open here for one day only, on to-morrow (Wed nesday), November 20th, the following from a - Milwaukie correspondent to the Chicago limes, of August 31st, will not be uninteresting: "Manager Parks telegraphed; the 26th instant that he would be willing to give an entertainment here for the benefit of the relief fund, and as an indication that he meant what he said, he offered to place the control of his great show in the hands of the city officers. A consultation between the city officials resulted in the acceptance of Manager Parks' exceedingly liberal offer. Tickets were printed and sold by the officers, who worked like beavers, and as a result. $1,816 71 was sent as tne con tribution from the entertainment given by Howe's London Circus, under the auspices of the city of Milwaukie. Mayor Black has authorized me to say, that the thanks of the people of Milwaukie are publicly tendered to Manaerer Parks for uis iiDeraiuy. "As a proper recognition of the Great .London's services in tne interest or me afflicted thousands in the South, all licenses were at once refunded. It must be very gratifying to the management of Howe's Great London Circus to know that they initiated the movement that yielded so handsomely, and that has since been imi tated by nearly every travelling entertain ment on the road." To the Voters of the Third Coneres slonal District. : The suggestion has been frequently, al most daily, made to mejsince the election, that I can successfully contest Judge Rus sell s rignt to a seat in Congress, and it is insisted that duty to the Democratic party, who are in the majority in the District, de mands that a contest should be made. Va rious objections to the votes of certain counties, townships and city wards have been made, and it is confidently asserJftl that these votes could be, and ought to De, thrown out I, therefore, deem it proper and respectful to my constituents to express myself, promptly, on this subject. If there should be satisfactbri?evidence of fraud, violence or intimidation whereby the result of the election was unfairly and falsely secured, it would be a very plain duty to my constituents and myself to con test it. No such allegation, however, has yet been made, and, in my opinion, cannot be truthfully made, against any portion of the people of this District. I believe the election was free from corruption, as every previous one in the District has been; and so believing, (notwithstanding any mere technical defects), honor, fair dealing and respect for what must be taken to be the will of the people, forbid any attempt on my part to defeat that will, by a resort to legal quibbles, and a reliance upon the fact that a majority of those who would decide the contest are my political associates. We see it constantly pre dicted that the Democrats having learned a lesson from the Kepubh cans, will "feed tnem out ot tne same spoon." God forbid! For eight years I have been denouncing the crimes commit ted by the Republican party in connection with that birthright of the people, the elec tive franchise, and it would be a pitiable conclusion to such denunciation if it should result in an imitation of such offences. Judge Russell received a majority of the votes polled, although only a little more than half the voters of the District went to the polling places. If I should contest hia right to a seat in Congress, and be success f ul, I would be doing iust what 1 have cbn demned Mr. Hayes for doing, viz: holding an office to which I was not elected,! and drawing a salary which rightfully belongs to another man, .: .r .-s ; ;. . . For any result that may follow a change in the representation of this District I will not be responsible. If the people so will, they can have good or bad government Their will is ascertained at the ballot-box, and only there. They can abdicate their riehts by refusing or neglecting to vote, and if they da-so who shall complain? In such a case, if evil ensue (and it is not too late), they can remedy it at tne next eiec tion but the proper time for a contest is while the polls are opes, not after they are closed and the result declared. Holding these views, I shall not contest Judge Rus sell's right to a seat in the Forty-sixth Con gress. Very respectfully, rA.M. Waddell. CITY 1TE9IS. LIVER IS KING.
