'Three of the Radicals, however, .voted, and when added to the Dem ocraticjvote constituted a : quorum. The importance of abolishing the obnoxious Federal election laws can not be well overestimated. The vote of the Senate in striking out the clause forbidding the presence of soldiers at the polls was something of a surprise, and showed only too plainly the animus of the Republican party. ' They mean to carry the next Presidential election at every cost. In view of such a purpose, the steadi- ness and fidelity of the Democrats in the House become of great moment.
