Among the graduates at the Uni versity of Maryland wo find the fol lowing M. D.'s from North Carolina: Julian M. Baker, H. M. Brooks, II. I. Clarke and John H. Lacy. The Roach subsidy met with a tre mendous defeat in the House. The majority against it was 68, and' the lobby was routed "horse, footo and dragoons. A correspondent of the Richmond Sun, writing from Wash ington, says: ''The action of the House confirmed the opinion expressed in these dispatches some lime since, that the day of subsidies in the American Congress is over. There are a reat many disappointed lobbyists around town, as. fat contingencies, reaching in some instances to $10,000, it ia said, had .been promised to a number of them. Among those slandered by the New York 'limes was Mr. V. V. Rich ardson, member of the House from Columbus. He made a very satisfao lory defence, showing that the charge made against him had no foundation whatever in fact. Fishblate leaves this morning for the North, to be absent about two weeks. Alderman Bowden will serve as Mayor pro tern. , Wo learn at the Custom House that the total valuation of foreign exports from this city for the month of February juat closed footed up $364,913. It was the steamer "Adrian's" horses that ranaway on Saturday evening. instead of those of the Cape Fear. Stephen Jones, the colored driver of the latter en gine's horses, caught the runaway team at much peril to himself, which accounts for our informant's mistake. ; BOARD OF ALDBKRIBN. Abstract f Proceeding; In Regular - Session. The Board met in regular monthly ses sion last night, present llis Honor, Mayor Fishblate, and Aldermen Myers, Bowden, Flanner.VonQlahn, Vollera, Fos ter, Hill and Lowery. The following is an abstract of the pro ceedings: The Finance- Committee were granted further time in the matter of Henry Taylor. The sameCommittee reported favorably on the petition of James & Brown, and the petition was granted, to take effect from April 1st next. The Committee on Fire Department.hav ng in hand the petition of the Cape Fear Fire Engine Company for an extension of engine house, reported that there being no funds in tin department appropriation, the petition be not granted. The same Committee, in the matter ef the petition of T. J. Soulherland, reported favorably and the petition was granted. The Sanitary Committee was granted further lime on the applications of F. M. James and R. C. Dudley for positions as health officers? " Subsequently, the neces sity of a health officer appearing, and there not being sufficient funds in the police appropriation to iacrease the force, the Board instructed the Mayor to discharge one policeman and appoint F. M. James as a health officer. The Ordinance Committee was granted further time on the letter of Qeorge Harriss. The; special committee on Telephones reported progress. Petition ef B. Solomon for damage done to his 6tpck by the Cape Fear Steam Fire Engine 1 Company, was referred to the Committee on Fire Department. Petition of Mrs. Warren, to'erect a shed corner Second and Dock streets, was re ferred to the same committee. Petitions from sundry persons, for ap pointment on police force, were referred to Committee en Police. Report of Colonel Roger Moore, Chief Engineer of Fire Department, 'relative to fires occurring during the month of Febru ary, was received and read and ordered spread upon the minutes. U Bid of T.J. Southerland, to keep city mules and furnish drivers at $30 a month to each mule, was accepted from' termina tion of present contract, which contract expires April 1, 1879. Bid of P. Cummmg & Co., to furnish the city hard brick at (8 and soft brick at $7 per thousand, was accepted On motion of Alderman Flanner, all other bids were deferred to the next regu lar meeting.' ,.- The following resolution, offered by Al derman Bowen, was adopted : Iiesolved, That a committee of three members of this Board be appointed by the Chairman to draft suitable ' resolutions expressive of the sentiments of the Board relative to the loss sustained by the city in the death ef the late City Attorney, Colonel W. It has been suggested that our author! ties cannot begin too soon to look after the sanitary condition of the city, and that particular attention should be paid to the drainage in and contiguous to the suburbs of the city, nearly all , of the .ditches and drains having naturally become very much choked and filled up. These' should all be cleaned put atonee, as; nothing' conduces more to bad health in a city ef any size than insufficient drainage. So the physi cians say. Young, formerly of that place, and at one time pastor of the First Baptist Church of this city, died at Cheyenne, W. T., on the 20th ult Dr. Young was of Scotch birth, but studied for the Ministry-' in ' Worces ter, where he was married. He iucceeded Rey. Mr. Pritchard if , we mistake not, in the pastorship , of the . W, L. Smith, Chairman, and Commissioners Worth, Grady, Bragg and Montgomery. The Treasurer's report for the month of February, was received, examined and spread upon the minutes. The Register submitted his report to the 31st of December, 1878, which was exam ined, found correct, and ordered to be placed on file. . It was ordered that licenses to retail spir ituous liquors be granted to Binford & Hill and M. M. Dunning. Commissioner Bragg, moved that the tax collected from Prof. VanLaer be refunded, which motion did not prevail. The following was passed: Ordered. That on and after this date the provisions of section 2, Schedule B, Laws of 1870-T7, be strictly enforced by the Register. - - H. E. Shriver came forward and qualified aa Constable of Cape Fear Township. It was ordered that the contract for fur nishing medicine for the county poor be awarded to J. C. Munds, he being the low est bidder. It waa ordered by the Board that the pub lic road from the city limits, by the way of Appletonto the Federal Point road, be dis continued.- The Board then proceeded to draw the regular centre for the April term of the Criminal Court, as follows: Lewis LeQrand, M. It was ordered by the Board that the county poll tax of $2 25, . collected by the Sheriff on the deliequent list in Harnett Township, from.Lemuel Williams, be re funded, the same having been paid by C. M. Borneman, as listed by him for Mrs. Williams. Application of certain residents of Har nett Township, in leference to the perfor mance of road duty, was not granted Application' of certain residents of Fed eral Point Township, for permission to lay out a public road, in said township, was granted on condition that the same shall entail no expense upon the county. The Board then adjourned until Monday, the 17th inst, at 2f o'clock. Runaway. - Quite a serious, runaway occurred on Nutt street at the Railroad crossing late yeaterday afternoon. A horse attached to a dray belonging to and driven by a colored man named Sol. Morton, started to run at a point just north . of the W & W. R R track. When he reached the crossing, the reins parted and his owner becoming terrified jumped from the dray and came in violent contact with the rail road iron. When picked up it was found that bis leg was broken, and it was subse quently ascertained by the physician to whom he was carried that he had sustained a compound fracture. The horse con tinued bis mad flight down the street until became in contact with an empty dray standing in front of a blacksmith shop, be tween Red Cross and Walnut streets, and here both drays Were, overturned by the force of the collision. After becoming thus violently detached, the annimal slacked his speed and was soon captured Id the meantime the injured driver had been placed on another dray to be taken off the field, and the captured tiorse who had done all this damage was brought alongside for bia owner's inspection, when he began to kick violently, and while play ing this prank struck and painfully hurt a little colored boy standing near. The wounded were then both hauled off on the same dray to seek medical attendance, and the obstreperous brute led off to his quar ters. . ' :. t ' sn' sj ' Improved JUall Facilities. We learn from Mr. Love, of Tar Heel, Bladen county, that a new schedule will probably soon go into effect ' between that place and Lumbetton, about thirty miles distant, by which the' mails from Fayette- vilie to Wilmington will reaGh their desti nation from twelve to sixteen hours earlier than by the boats. There is now only a weekly mail between Tar Heel and Lnm- bertoD, and it is proposed to make it ' tria weekly.. , The application, endorsed by CoL Brink, postmaster here, has been sent on to the Department at 'Washington. A distinguished citizen of Fen der, under the head of "Wn'at Burgaw needs," writes as follows: "To make our young, healthy and enterprising little town mere attractive and edifying, it becomes necessary that we should have a Mayor, a Guard House, a City Hall and a Brass Band. It is an attraction and where at traction is , the centre of gravitation.
