By a special from Raleigh we learn that the Democratic State Committee has appointed. Thursday. Jone the 17 th, and Raleigh the place, for hold ing the State Convention. The decisionof the Supreme Court in the cases affeotiug tho rights of the States excite profound astonishment even among moderate Republicans in Congress. They think the ground taken very extreme. We copy the following from the special in the State: "Democrats are delighted with tbe able and exhaustive dissenting opinions of Jus tices Field and Clifford ; that of Justico Field being complimented in the highest terms. Several of the ablest lawyers in Congress tell me it sounds tbe key-note for the Dem ocrats iu tbe next Presidential campaign, and will give Judge Field a tremendous boom for the Presidency. "lbe dissenting opinion of Justice Clif ford was elaborate and able, but that of Justice Field was marked by an ability and eloquence that produced a profound im pression upon all who beard it. He pro nounced unconstitutional the law under which the majority' of tbe court made their decision, and Mr. Tucker agrees with other able lawyers in Congress in saying that bis argument is clear ana incontrovertible. Tbe only remedy is to repeal the law. 'In conversation with some persona I find they think these decisions will have an important effect upon politics in the South, and that however unpleasant they may uow be to tbe white people in that section they will tranquiliza many ugly questions that have so long disturbed the peace of lbe country. From a Jiepublican standpoint the court has put Itself squarely upon tbe lie publican party principle that this great National Government ia supreme, and States' rights, in tbe Democratic sense, dead at last. They (Republicans) say the power of tbe Government to enforce Us revenue laws will now be strengthened by preventing the prosecution of revenue offi cers and witnesses aginst illicit distillers upon trumped-up charges, &c" Senator Bayard will make no ex planation of his peace speech in 1861. Last Thursday, as Justice Allen finished marry ing William Arp and Mary Hart, of Grao ville, they being seated on a single horse, he through fun told Arp to salute his bride. Arp threw his arm around her, and while turning in the saddle to take tbe delicious kiss (she was seated behind him), the girth' broke, and the bridegroom, bride and sad dle went to mother earth in a jiffy. A promising young man, Mr. Kinlaw, was killed by a falling tree last Thursday night, near Mr. Bryant Leg ett's. The Work' Approaching Completion Description of the BallAtnc & The new market house, constructed by a corporation known as the Wilmington Market Company, under a contract with the city, and to be a public market, under the police regulations of the same, is ap proaching completion. Tbe following is a list of the officers of the Company : President J. B. Lippitt Secretary and Treasurer Wm. Larkins. Directors H A. Burr, E. J. Lilly, Jr., W. A. Cumming, A. T. London and J. E. LippitL The building, which is probably one of the handsomest of the kind in tbe South, was constructed under the supervision of Mr. J. K. Vaugban, architect. It is situated on the west side of Front street, between Dock and. Orange streets, and extending West ward to Water street, being 70 feet wide and 205 feet deep, with additional covered cart sheds eighteen feet wide on either side, extending the entire length of the building, making the width of the building under roof about 106 by 205 feet, the north side of the building having a frontage on a twenty-five feet alley. The building is constructed with heavy brick walls, on a solid foundation, and hav ing an open truss roof, handsomely painted and ornamented, with sky-light and ventil- lator twelve feet wide, extending tbe entire I of every citizen to do what he can . lor aa lemrth of the bnildioe. all tbe roofs being vancing the prosperity of the Library Asso- covered with the best roofing tic, and hav ing ample outlets for water, which is to be utilized in flushing and keeping clean the cart sheds on either side of the building. The principal facade on Front street is modestly ornamental, being stuccoed and I blocked in imitation of granite, the win dow and door openings having appropriate hoods or cappings. A tower fifteen feet square and eighty-four feet high to the base of the weathervane, and provided with belfry and clock (tbe latter to be placed in position), is placed on the northeast corner .nd fronting on tbe twenty-five fee street or alley, the belfry beiag construc ted in an ornamental and appropriate man ner, of wood.and covered with different col ored slate, cut to pattern, surmounted with a finial waatbervane nad lightning rod. The southeast corner is provided with a similar tower, fifty feet high to base of finial, the top of which conuius a large reservoir, -whioh is supplied from a well. containing seven feel of water, for tbe pur pose of washing and keeping clean the market house. On the ground floor of the building there are three store-rooms, about fifteen feet wide by thirty-five feet long, appropriately , Vmnt atrppt anil three fitted, fronting on Front street, and three similar ones fronting on Water street. Over the stores on Front street is a large an d commodious dining parlor, with neces sary kitchen and all modern improvements. The Market Hall contains two main avenues thirteen feet in width, extending the length of the building, and numerous other avenues, four feet wide, intersecting the main avenue and communicating with the cart Bheds. The building contains six teen sides stalls thirteen by fifteen feet, and sixien centre stalls eight by fifteen feet, all of which are handsomely fitted with racks, counters, lockers, etc., and all frontin? on both main and cross &venne9. Both market and sheds are to be well lighted with gas, being provided with one hundred and six burners.
