Judge of Probate, h as bound out several
colored children that were turned over to
him forjhat purpose. Among them there
was a child three "years old bearing the ra
ther euphonious appellation of Nellie Grant
Cornelia Ann Bryant. This one was given
a home yesterday. The others were ap
prenticed in the following order: April 5tb,
Kate Florence, aged nine months; April
26th, Lizzie Taylor, aged four months, and
the same day, Rebecca Gyer, aged six

the river had risen about twenty-two feet
from the late rains, and was still rising with
considerable rapidity. From present indi

is now in a great measure in the hands 4 of
the committee appointed to select addi
tional subscriptions, and we believe they
will be equal to tbe emergency. Let the
shares be put 'at a reasonable figure, (Jay
$10), and we thick there will not be much
trouble in getting the amount necessary.

TbeiTax on Liquor Dealers.
We learn from the Raleigh papers that
the Slate Treasurer has given a constric
tion of an act passed at the recent special
session of the General Assembly reducing
tbe tax on f liquor dealers. The Act re-j
duced the purchase tax in section 10, Sched
ule B., to two and one-half per cent. nd
the license taxes in section 11, to two dol
lars and fifty cents per month on retailers
of spirituous liquors, and two dollars per
month on retailers of malt liquors only, i
The following is tbe opinion of the Treas
urer, and is coocured in by the Attorney
General I i .
"Section 3 of tbe act provides 'that this
act shall not be construed to impair the
effect ot the said revenue act (of 1878) for
the present fiscal year.' As the fiscal year
expires on the 80th day of September, the
reductions do not take effect until after
that date. and. aa purchases made, oc li
censes if8ued, before the first day of Octo-H
ber next, are sutrject to the taxes under tne
revenue -act' of March 14, 1579, and the
Dro vision ia' the amendatorv act coins into
effect 'after the first day of Jnly.1880, taken
in connection with section 3, as above, fixes
the lime at October 1st, 1880." i

Yesterday morning, about 1 o'clock as
tbe wife of James Ash, colored, lig
about four miles up the W. & W Railroad,
was returning nome irom a restivai, sne
found a basket on her door steps contain-
ing a male infant,,-apparenlly a bright nu-
atto. Accompanying the waif was a badly
written note, tbe substance of which was :
"Wont you; board me. ? I am two days bid.
Don't be uneasy ; the Lord will send you
money through tbe Post Office to take are

The infant was subsequently left at the
Poor House, to bo taken care of until a

- Alter lingering speechless and uncon
scious for one week, lacking only a few
hours, Col. Henry G. Flanner breathed his
last yesterday afternoon, about twenty
minutes after 3 o'clock, bis disease being
paralysis. The sad announcement, though
not unexpected, was received with feelings
of the profoundest sorrow and regret.
Stricken Sown whilo apparently the very
picture of good health, it was dilHcult to
realize that we were to sec his ones famil
iar face o our streets no more. Dr. Flan
ner leaves agood record: behind him. He
was a native of Newbern, in this State, but
has lived in Wilmington from his youth,
being a son of the late Bennett Flanner, of
this place. He studied medicine with Dr.
W. G. Thomas, of this city, iust previous
to the commencement of the late war, and
subsequently graduated in New York.
When the trouble between the States com
menced, he enlisted as a private in
Company I, 18th N. C. Regiment, then
known as the Wilmington Rifle Guards.
After serving one year he was made 2d
Lieutenant in Latham's Battery of Field
LArtillery, entering for the war. The com
pany served with great gallantry in Vir
ginia. Capt. Latham resigning, he was
succeeded by Capt Potts, who lost his life
at Spottsylvania Court House, whereupon
Lieutenant Flanner was promoted to tbe
vacancy, which position he retained and
filled with honor-to himself and his coun
try until the Battery was surrendered at
Appomattox Court House.
In partnership with his relative, Dr. W.
H. Green, he has been conducting the drug
business since the war, and in March,
1877, he was elected by the Democrats a
member of the Board of Aldermen from
the Second Ward, which position he wor
thily filled until his death, having, on
several occasions, served as temporary
Mayor. He was Captain of tbe Cape Fear
Light Artillery for a short time, being
mainly instrumental in its organization, was
subsequently made Major of the Artillery
Battalion, and resigned to accept a position
on the Governor' staff as Chief of Artil
lery, with tbe rank of Colonel.
Col. Flanner was in the 41st year of his
age. His 1 1. a era! will take place this after
noon, at half-past 4 o'clock, from St. James'
Churcb.
Col. Flanner was a member of Lodge
No. 819. A. Y. il., and also of the first and
second classes Endowment Bank, Knights
of Pythias. His remains will be interred
with Masonic honors,

Bladen Democratic convention.
By telegram from Abbottsburg last night
we learn that the convention of the Demo
cratic party of Bladen county, to appoint
delegates to tbe Congressional and State
Conventions, was held at Elizabethtown
yesterday.
Our telegram states that a solid Stedman
delegation was appointed to tbe Congres
sional Convention, and that resolution
instructing tbe delegates to support Major
Stedman for the nomination was unani
mously adopted.
Col. John A. McDowell was Cbairmaa
of the convention.

lecture on Fort Johnston will be repeated,
on Tuesday night, at tbe Opera' House, at
